【摘要】：廈門市作為我國(guó)東南沿海經(jīng)濟(jì)先發(fā)城市以及最早開放的經(jīng)濟(jì)特區(qū)之一,地方總體經(jīng)濟(jì)與財(cái)政收入一直保持著穩(wěn)定快速的增長(zhǎng),但由于自然經(jīng)濟(jì)條件的差異以及島內(nèi)島外歷史發(fā)展等方面的原因,各轄區(qū)在經(jīng)濟(jì)社會(huì)發(fā)展水平尤其是基本公共服務(wù)水平方面出現(xiàn)了較大的差異�；竟卜⻊�(wù)的不均等不僅會(huì)制約廈門市整體經(jīng)濟(jì)發(fā)展速度、不利于全市長(zhǎng)遠(yuǎn)規(guī)劃發(fā)展,更會(huì)威脅到一個(gè)社會(huì)的公正理念,帶來(lái)一系列社會(huì)問(wèn)題。推進(jìn)各區(qū)基本公共服務(wù)均等化進(jìn)程已然成為當(dāng)務(wù)之急,對(duì)該問(wèn)題的研究更是意義重大。本文的研究目的就在于分析廈門市各區(qū)基本公共服務(wù)的不均等現(xiàn)象、找出其薄弱環(huán)節(jié)并給出相對(duì)合理的建議。首先,本文在梳理基本公共服務(wù)均等化的相關(guān)研究文獻(xiàn)和基本概念的基礎(chǔ)上,根據(jù)本文特點(diǎn)把本文對(duì)基本公共服務(wù)的研究范圍界定在與民生最直接最相關(guān)的義務(wù)教育、醫(yī)療衛(wèi)生和社會(huì)保障三大方面,介紹了廈門市基本公共服務(wù)的概況以及廈門市政府在基本公共服務(wù)均等化方面的規(guī)劃目標(biāo)。其次,以廈門市各區(qū)基本公共服務(wù)供給差異為切入點(diǎn),確定了衡量廈門市基本公共服務(wù)均等化的指標(biāo)體系,對(duì)現(xiàn)有統(tǒng)計(jì)數(shù)據(jù)及實(shí)地調(diào)研所得資料進(jìn)行整理計(jì)算,量化測(cè)度了廈門市各區(qū)基本公共服務(wù)供給中義務(wù)教育、醫(yī)療衛(wèi)生和社會(huì)保障的不均等現(xiàn)象。結(jié)果表明:義務(wù)教育方面的均等化水平相對(duì)較高,但同安區(qū)、翔安區(qū)存在重“量”輕“質(zhì)”的現(xiàn)象;社會(huì)保障服務(wù)的不均等現(xiàn)象較義務(wù)教育方面要嚴(yán)重一些,基本公共資源分配不均,忽視了過(guò)程均等,不同轄區(qū)居民受到較嚴(yán)重的差別待遇;醫(yī)療衛(wèi)生方面的“質(zhì)”和“量”都存在嚴(yán)重的不均等現(xiàn)象,同安區(qū)、翔安區(qū)的硬件設(shè)施與資金支出都遠(yuǎn)遠(yuǎn)落后于其他地區(qū)。最后,結(jié)合廈門市基本公共服務(wù)均等化的實(shí)際狀況,提出推進(jìn)其均等化進(jìn)程的基本思路,在健全公共財(cái)政體制、提高地方財(cái)力、完善轉(zhuǎn)移支付制度、改革基本公共服務(wù)供給機(jī)制及其績(jī)效評(píng)價(jià)等方面,進(jìn)一步提出廈門市乃至全國(guó)或具有相同地位的副省級(jí)城市和地區(qū)推進(jìn)基本公共服務(wù)均等化進(jìn)程的對(duì)策建議。
[Abstract]:Xiamen, as one of the first coastal economic development cities in southeast China and one of the earliest special economic zones, has maintained a steady and rapid growth in its overall economic and financial revenue. However, due to the differences in natural and economic conditions and the historical development inside and outside the island, There are great differences in the level of economic and social development, especially in the level of basic public services. Inequality in basic public services will not only restrict the overall economic development rate of Xiamen City, but will not be conducive to the long-term planning and development of the city. It will also threaten the concept of justice in a society and bring about a series of social problems. It has become imperative to promote the equalization of basic public services in all districts. The purpose of this paper is to analyze the inequality of basic public services in various districts of Xiamen, to find out its weak links and to give relatively reasonable suggestions. On the basis of combing the relevant research documents and basic concepts of equalization of basic public services, this paper defines the research scope of basic public services in the compulsory education, which is most directly and most relevant to the people's livelihood, according to the characteristics of this paper. In this paper, the general situation of basic public services in Xiamen and the planning objectives of Xiamen municipal government in equalization of basic public services are introduced. Based on the differences in the supply of basic public services in various districts of Xiamen, this paper determines the index system to measure the equalization of basic public services in Xiamen, and collates and calculates the existing statistical data and the data obtained from field investigations. This paper quantitatively measures the inequality of compulsory education, health care and social security in the supply of basic public services in various districts of Xiamen. The results show that the level of equalization in compulsory education is relatively high, but in Tongan District, In Xiangan District, there is a phenomenon that "quantity" is less important than "quality"; the inequality of social security services is more serious than that of compulsory education, the distribution of basic public resources is uneven, and the process of equality is neglected. Residents in different districts are treated differently; there are serious inequalities in the "quality" and "quantity" of medical and health care. The hardware facilities and capital expenditure of Tongan and Xiangan districts are far behind those of other regions. Finally, Combining with the actual situation of equalization of basic public services in Xiamen, this paper puts forward the basic thinking of promoting the equalization process of basic public services, which can improve the public finance system, improve local financial resources, and improve the transfer payment system. In the aspects of reforming the supply mechanism of basic public service and its performance evaluation, the countermeasures and suggestions are put forward to promote the equalization process of basic public service in Xiamen, even in the whole country or in other sub-provincial cities and regions with the same status.
