【摘要】:企業(yè)社會責(zé)任理論源于西方,1924年美國學(xué)者謝爾頓首先提出了該術(shù)語,歐美等發(fā)達(dá)國家系統(tǒng)研究始于20世紀(jì)60年代,隨之于20世紀(jì)80年代在全球形成了該理論的研究熱潮。中國學(xué)術(shù)界對該理論廣泛關(guān)注始于20世紀(jì)90年代,特別是加入WT0后,全球經(jīng)濟(jì)一體化趨勢明顯,企業(yè)要面對國內(nèi)外企業(yè)的激烈競爭,企業(yè)單一追求利潤最大化的傳統(tǒng)價(jià)值觀念已經(jīng)不能適應(yīng)社會和經(jīng)濟(jì)發(fā)展的需要,而企業(yè)在維護(hù)社會大眾的利益并在促進(jìn)社會可持續(xù)發(fā)展的活動中發(fā)揮積極作用的觀點(diǎn)得到普遍認(rèn)同。2014年,黨的十八屆三中全會還明確提出,要促使企業(yè)強(qiáng)化提供公共服務(wù)、履行社會責(zé)任等社會功能。在這種大環(huán)境下,我國大部分企業(yè)逐步同國際接軌,積極承擔(dān)社會責(zé)任,但我們應(yīng)該清醒地看到還有部分軍隊(duì)保障企業(yè)社會責(zé)任的發(fā)展和建設(shè)還存在嚴(yán)重不足。成都A軍隊(duì)保障型企業(yè)作為我國國有企業(yè)之一,長期在計(jì)劃經(jīng)濟(jì)體制中運(yùn)行,同國內(nèi)外企業(yè)交流互動較少,其社會責(zé)任現(xiàn)狀已不適應(yīng)經(jīng)濟(jì)和社會發(fā)展的需要,如何推動成都A軍隊(duì)保障企業(yè)社會責(zé)任的發(fā)展和建設(shè),已經(jīng)成為了政府、社會、企業(yè)面臨的共同難題。本文旨在針對成都A軍隊(duì)保障企業(yè)履行社會責(zé)任的現(xiàn)狀進(jìn)行研究,借鑒同行業(yè)企業(yè)社會責(zé)任實(shí)踐經(jīng)驗(yàn),嘗試提出解決問題的對策。論文從成都A軍隊(duì)保障企業(yè)社會責(zé)任現(xiàn)狀入手,在界定企業(yè)社會責(zé)任內(nèi)涵的基礎(chǔ)上,以利益相關(guān)者理論、企業(yè)可持續(xù)發(fā)展理論為基礎(chǔ),借鑒同類型企業(yè)社會責(zé)任實(shí)踐經(jīng)驗(yàn),結(jié)合軍隊(duì)保障企業(yè)特點(diǎn),采用分析、對比、歸納等研究方法,提出了政府應(yīng)調(diào)節(jié)、干預(yù)和促進(jìn)企業(yè)承擔(dān)社會責(zé)任;成都A軍隊(duì)保障企業(yè)應(yīng)牢固樹立社會責(zé)任意識,積極承擔(dān)社會責(zé)任;健全企業(yè)社會責(zé)任管理機(jī)制,將企業(yè)社會責(zé)任納入企業(yè)戰(zhàn)略規(guī)劃;將企業(yè)社會責(zé)任融入到企業(yè)文化中等幾個(gè)解決問題的對策。本文的主要結(jié)論為,第一,從成都A軍隊(duì)保障企業(yè)發(fā)展建設(shè)來看,企業(yè)社會責(zé)任還處于起步階段。第二,成都A軍隊(duì)保障企業(yè)履行社會責(zé)任的現(xiàn)狀不容樂觀,究其原因在于政府、企業(yè)和社會不同程度地忽視企業(yè)的社會責(zé)任。第三,政府、企業(yè)和社會等應(yīng)共同努力推動企業(yè)社會責(zé)任的發(fā)展,促使成都A軍隊(duì)保障企業(yè)主動承擔(dān)社會責(zé)任。第四,評價(jià)成都A軍隊(duì)保障企業(yè)社會責(zé)任,要注意同一般工業(yè)企業(yè)的區(qū)別,才能客觀公正。
[Abstract]:The theory of corporate social responsibility originates from the West. In 1924, the American scholar Shelton first put forward the term. The systematic research in developed countries such as Europe and the United States began in 1960s. In 1980s, the research boom of this theory came into being in the world. Chinese academic circles began to pay close attention to the theory in 1990s, especially after China's entry into WT0, the trend of global economic integration was obvious. In the face of fierce competition from domestic and foreign enterprises, the traditional value concept of pursuing profit maximization has been unable to meet the needs of social and economic development. However, the view that enterprises play an active role in safeguarding the interests of the public and promoting the sustainable development of society is generally accepted. In 2014, the third Plenary session of the 18 CPC Central Committee also explicitly proposed that enterprises should be urged to strengthen the provision of public services. Performing social functions such as social responsibility. Under this general environment, most enterprises in our country gradually converge with the international community and actively assume social responsibility. However, we should soberly see that there are still some serious deficiencies in the development and construction of the social responsibility of military support enterprises. Chengdu A military support enterprises, as one of the state-owned enterprises in China, have been operating in the planned economic system for a long time. There is little communication and interaction with domestic and foreign enterprises, and its current situation of social responsibility has not been adapted to the needs of economic and social development. How to promote the development and construction of Chengdu A military to ensure corporate social responsibility has become the government and society. The purpose of this paper is to study the current situation of Chengdu A military guarantee enterprises to fulfill their social responsibility, and to learn from the practical experience of corporate social responsibility in the same industry. This paper starts with the current situation of Chengdu A military guarantee corporate social responsibility, defines the connotation of corporate social responsibility, based on stakeholder theory and enterprise sustainable development theory. Referring to the practical experience of the same type of corporate social responsibility, combining with the characteristics of the military guarantee enterprises and adopting the research methods of analysis, contrast and induction, this paper puts forward that the government should adjust, intervene and promote the enterprises to bear the social responsibility; Chengdu A military should firmly establish the sense of social responsibility, take on social responsibility actively, improve the management mechanism of corporate social responsibility, and bring corporate social responsibility into the enterprise strategic planning. The main conclusions of this paper are as follows: first, from the perspective of Chengdu A military support enterprise development and construction, corporate social responsibility is still in its infancy. The present situation of Chengdu A military to ensure that enterprises fulfill their social responsibility is not optimistic. The reason lies in the government, enterprises and society neglecting corporate social responsibility to varying degrees. Third, the government, Enterprises and society should make joint efforts to promote the development of corporate social responsibility, urge Chengdu A military support enterprises to take the initiative to assume social responsibility. 4th, evaluate Chengdu A military support corporate social responsibility, and pay attention to the differences between Chengdu A Army and general industrial enterprises.
