【摘要】：基本社會保障是為保障國民特別是低收入者的基本生活權(quán)利而提供的基本養(yǎng)老、基本醫(yī)療和最低生活保障,基本公共服務(wù)均等化是指政府要為社會成員提供基本的、與經(jīng)濟(jì)社會發(fā)展水平相適應(yīng)的、能夠體現(xiàn)公平正義原則的大致均等的公共產(chǎn)品和服務(wù)。基本社會保障是現(xiàn)代社會中基本公共服務(wù)的重要組成部分,是基本公共服務(wù)均等化的應(yīng)有之義,基本公共服務(wù)均等化要求全體社會成員在基本社會保障方面享有平等權(quán)利。考察了我國基本社會保障均等化存在的主要問題,提出了建立和完善基本社會保障的基本社會服務(wù)體系、財政體制、法律法規(guī)體系和基本社會服務(wù)的多元參與機(jī)制的建議。
[Abstract]:Basic social security is the basic guarantee of national endowment for especially low income basic living rights and the basic medical care and subsistence allowances, the equalization of basic public service refers to the government to provide basic social members, and adapt to economic and social development level, roughly equal to reflect the principle of fairness and justice of the public products and services. Basic social security is an important part in the modern society of basic public services, is the proper meaning of the equalization of basic public services, equalization of basic public services for all social members enjoy equal rights in terms of basic social security in our country. The research of the basic social security equalization problems, put forward establish and improve the basic social security basic social service system, financial system, multiple legal system and basic social services in the system Suggestion.
