【摘要】：山東省政府非常注重績(jī)效考核并通過(guò)考核達(dá)到提升各部門、機(jī)構(gòu)更好的服務(wù)經(jīng)濟(jì)、服務(wù)社會(huì)發(fā)展的目的,如對(duì)服務(wù)業(yè)發(fā)展績(jī)效、金融業(yè)發(fā)展績(jī)效的考核等,但是山東省并未出臺(tái)綜合全面的績(jī)效評(píng)估政策對(duì)17個(gè)地級(jí)市的經(jīng)濟(jì)發(fā)展情況進(jìn)行績(jī)效考核,而是單以GDP的高低進(jìn)行經(jīng)濟(jì)實(shí)力的排名,這是省政府績(jī)效評(píng)估制度的缺失；而且,經(jīng)濟(jì)的發(fā)展是一個(gè)系統(tǒng)的動(dòng)態(tài)過(guò)程,山東省做為中國(guó)東部沿海的經(jīng)濟(jì)強(qiáng)省和人口大省,在發(fā)展的過(guò)程中也出現(xiàn)了諸如經(jīng)濟(jì)發(fā)展的不均衡、不可持續(xù)的問(wèn)題,這些問(wèn)題難以在“以GDP論英雄”的經(jīng)濟(jì)發(fā)展評(píng)估中得以體現(xiàn);同時(shí),黨的十八屆三中全會(huì)指出,要糾正單純以經(jīng)濟(jì)增長(zhǎng)速度評(píng)定政績(jī)的偏向,要更加重視勞動(dòng)就業(yè)、居民收入、社會(huì)保障等指標(biāo)的比重。所以,構(gòu)建科學(xué)全面的經(jīng)濟(jì)發(fā)展績(jī)效評(píng)估體系,對(duì)山東省17個(gè)地級(jí)市的經(jīng)濟(jì)發(fā)展情況進(jìn)行評(píng)估研究,不僅是對(duì)山東省績(jī)效評(píng)估制度的完善,同時(shí)也能幫助我們?nèi)嫔羁痰牧私獾丶?jí)市的經(jīng)濟(jì)發(fā)展情況。在這樣的背景下,本文通過(guò)參考文獻(xiàn),同時(shí)結(jié)合經(jīng)濟(jì)發(fā)展績(jī)效的內(nèi)涵,構(gòu)建了包括經(jīng)濟(jì)效益、社會(huì)效益、生態(tài)效益三個(gè)大類的20個(gè)基礎(chǔ)指標(biāo)的評(píng)估體系。首先,搜集17個(gè)地級(jí)市2011-2014年的指標(biāo)數(shù)據(jù)構(gòu)建時(shí)序全局?jǐn)?shù)據(jù)表,通過(guò)SPSS軟件進(jìn)行主成分提取,計(jì)算績(jī)效綜合得分并排名進(jìn)行分析,得出三方面的結(jié)論：一是經(jīng)濟(jì)發(fā)展績(jī)效綜合得分排名與單以GDP進(jìn)行排名有明顯差距；二是地級(jí)市間的經(jīng)濟(jì)發(fā)展績(jī)效有顯著差異,包括靜態(tài)截面及時(shí)序動(dòng)態(tài)差異；三是地級(jí)市的經(jīng)濟(jì)發(fā)展績(jī)效旱遞增趨勢(shì)。然后,選用2014年的指標(biāo)數(shù)據(jù),進(jìn)行經(jīng)濟(jì)效益、社會(huì)效益、生態(tài)效益二級(jí)指標(biāo)的得分及排名分析。在了解17個(gè)地級(jí)市經(jīng)濟(jì)發(fā)展績(jī)效綜合得分排名和二級(jí)指標(biāo)得分排名的情況下,結(jié)合主成分提取的共同度表格,對(duì)提升地區(qū)的經(jīng)濟(jì)發(fā)展績(jī)效給出了針對(duì)性的對(duì)策建議,如提高全員勞動(dòng)生產(chǎn)率、提高能源利用率等。
[Abstract]:The Shandong Provincial Government attaches great importance to the performance appraisal and achieves the purpose of improving the service economy and serving the social development of various departments and institutions through the assessment, such as the performance appraisal of the development of the service industry and the development of the financial industry, and so on. However, Shandong Province has not issued a comprehensive performance evaluation policy to assess the economic development of 17 prefecture-level cities, but only ranked the economic strength by the level of GDP, which is the absence of the provincial government performance evaluation system. Economic development is a systematic and dynamic process. Shandong Province, as a strong economic province along the eastern coast of China and a large province with a large population, also has problems such as uneven and unsustainable economic development in the process of development. These problems can hardly be reflected in the evaluation of economic development "on Heroes on the basis of GDP." at the same time, the third Plenary session of the 18 Central Committee of the CPC Central Committee pointed out that it is necessary to correct the bias of simply evaluating political achievements at the rate of economic growth, and pay more attention to labor, employment, and residents' income. Therefore, to establish a scientific and comprehensive economic development performance evaluation system, to evaluate the economic development of 17 prefecture-level cities in Shandong Province, is not only to perfect the performance evaluation system of Shandong Province, At the same time, it can also help us fully and profoundly understand the economic development situation of prefecture-level cities. Under such a background, this paper, through reference documents and combined with the connotation of economic development performance, has constructed economic and social benefits, The evaluation system of 20 basic indexes in three broad categories of ecological benefit. Firstly, the data of 17 prefectural cities from 2011-2014 are collected to construct the global data table of time series, and the principal components are extracted by SPSS software, and the comprehensive scores of performance are calculated and analyzed. Three conclusions are drawn: first, there is a significant gap between the comprehensive score ranking of economic development performance and that of GDP alone; second, there are significant differences in economic development performance among prefecture-level cities, including static cross-section and time-series dynamic differences; Third, the economic development performance of prefecture-level cities is increasing gradually. Then, the index data of 2014 are selected to carry out economic and social benefits. Analysis of the score and ranking of the second class index of ecological benefit. On the understanding of the comprehensive score rank of economic development performance of 17 prefectural cities and the ranking of the second class index score, combined with the common degree table of principal component extraction, Some countermeasures and suggestions are given to improve the economic development performance of the region, such as improving the labor productivity of the whole staff and improving the energy efficiency.
