【摘要】： 農(nóng)民工作為我國城鎮(zhèn)化進(jìn)程的過渡群體,有效地解決他們的社會(huì)保障問題,不僅有利于農(nóng)民工的維權(quán),同時(shí)也有利于解決“三農(nóng)”問題(即農(nóng)業(yè)、農(nóng)村和農(nóng)民問題)、促進(jìn)城鎮(zhèn)化建設(shè)、推動(dòng)城鄉(xiāng)社會(huì)保障制度改革等問題。 而農(nóng)民工社會(huì)保障制度的內(nèi)容包括了社會(huì)救助制度、社會(huì)保險(xiǎn)制度、社會(huì)福利制度。社會(huì)福利制度建立在較高生產(chǎn)力水平基礎(chǔ)上,又被稱為“高水平的社會(huì)保障”,在目前的城市農(nóng)民工社會(huì)保障制度中,可以暫時(shí)不考慮。社會(huì)保險(xiǎn)制度主要是對勞動(dòng)者提供物質(zhì)幫助的一種制度,屬于職業(yè)保障;而社會(huì)救助制度是向因?yàn)楦鞣N原因而陷入生產(chǎn)危機(jī)的社會(huì)成員提供物質(zhì)幫助的一種制度,屬于非職業(yè)保障。對于勞動(dòng)者而言,職業(yè)保障是主要的,而且社會(huì)保險(xiǎn)制度在社會(huì)保障制度占據(jù)了主體地位。因此,我們此處的保障項(xiàng)目選擇是指社會(huì)保險(xiǎn)各項(xiàng)目之間的選擇。 本文就借用西方國家有關(guān)農(nóng)民工社會(huì)保障理論的研究成果,來探討和解決我國農(nóng)民工社會(huì)保險(xiǎn)的問題。明確我國農(nóng)民工的社會(huì)保險(xiǎn)現(xiàn)狀、選擇合理的保險(xiǎn)項(xiàng)目、提出相應(yīng)的解決方案以及合理的實(shí)施模式。以期為我國農(nóng)民工社會(huì)保險(xiǎn)體系的建立提供參考。
[Abstract]:As a transitional group in the process of urbanization in China, migrant workers can solve their social security problems effectively, not only in favor of the rights of migrant workers, but also in solving the problems of "agriculture, rural areas and farmers" (that is, agriculture). Rural and peasant problems, promoting urbanization, promoting urban and rural social security system reform and other issues. The contents of the social security system for migrant workers include the social assistance system, the social insurance system, the social welfare system. The social welfare system is based on a higher level of productivity. Also known as "high level of social security", in the current urban migrant workers social security system, can not be considered for the time being. The social insurance system is mainly to provide material assistance to workers a system, belonging to occupational security; And the social assistance system is a system that provides material assistance to social members who are caught up in a production crisis for various reasons. It belongs to non-occupational security. For workers, job security is the main one. And the social insurance system occupies the main position in the social security system. Based on the research results of the social security theory of migrant workers in western countries, this paper discusses and solves the problem of social insurance for migrant workers in our country, clarifies the present situation of social insurance for migrant workers in China, and selects reasonable insurance items. This paper puts forward the corresponding solution and reasonable mode of implementation in order to provide reference for the establishment of social insurance system for migrant workers in China.
