【摘要】:伴隨著市場化和城鎮(zhèn)化程度的加快,我國非正規(guī)部門和非正規(guī)就業(yè)人員的規(guī)模迅速擴(kuò)張,非正規(guī)就業(yè)已經(jīng)成為我國勞動(dòng)力市場的主體力量。尤其是"十三五"期間,產(chǎn)業(yè)升級將使得結(jié)構(gòu)性失業(yè)更明顯,供給側(cè)改革也會(huì)導(dǎo)致一部分產(chǎn)能過剩企業(yè)員工面臨下崗,同時(shí)伴隨互聯(lián)網(wǎng)技術(shù)的發(fā)展衍生出多樣化的就業(yè)形式,因此非正規(guī)就業(yè)人員的數(shù)量將會(huì)進(jìn)一步增加。在非正規(guī)就業(yè)發(fā)展的同時(shí),非正規(guī)就業(yè)人員內(nèi)部收入差異問題逐漸凸顯出來,因此這種情況必須引起高度重視。本文利用CSS2013調(diào)研數(shù)據(jù)資料對非正規(guī)就業(yè)人員的收入狀況以及收入差異影響因素進(jìn)行了分析。通過對非正規(guī)就業(yè)人員基尼系數(shù)的分析表明:不同行業(yè)、不同經(jīng)濟(jì)區(qū)域及不同人力資本的非正規(guī)就人員的收入有明顯差異。而以月工作收入和小時(shí)工作收入為被解釋變量對影響收入因素的多元回歸分析結(jié)果也表明性別因素、單位類型、代表人力資本的工作經(jīng)驗(yàn)、技能水平、職位等級等因素對非正規(guī)就業(yè)人員的收入有較顯著的影響。非正規(guī)就業(yè)如今成為吸納城市就業(yè)群體的主要力量,因此我們應(yīng)該高度關(guān)注非正規(guī)就業(yè)的健康發(fā)展。從提高非正規(guī)就業(yè)人員的人力資本著手,改變傳統(tǒng)的就業(yè)觀念,不斷加強(qiáng)對女性非正規(guī)就業(yè)人員的關(guān)注,健全法律法規(guī)等制度建設(shè),逐步完善社會(huì)保障體系建設(shè)以增強(qiáng)對非正規(guī)就業(yè)人員的保護(hù)。
[Abstract]:With the acceleration of marketization and urbanization, the scale of informal sector and informal employment in China has expanded rapidly. Informal employment has become the main force in the labor market of our country, especially during the 13th Five-Year Plan period. Industrial upgrading will make structural unemployment more obvious, supply-side reforms will also lead to some overcapacity workers facing layoffs, and with the development of Internet technology, diversified forms of employment will emerge. As a result, the number of informal employees will further increase. While informal employment is developing, the income gap among informal workers is gradually becoming more and more prominent. Therefore, we must pay more attention to this situation. This paper analyzes the income status of non-regular employees and the factors affecting income differences by using the CSS2013 survey data. The Gini coefficient of informal employment is analyzed by means of the Gini coefficient of non-formal employment. The analysis shows that different industries, The results of multiple regression analysis showed that the monthly work income and hourly work income were the most important factors affecting the income, and the results of multiple regression analysis showed that the gender factor was also affected by the monthly income of work and the income of the hourly work, which was explained by the multiple regression analysis of the factors influencing the income. The type of unit, representing the work experience of human capital, skill level, position rank and other factors have a significant impact on the income of informal employment. Informal employment has become the main force to absorb urban employment groups. Therefore, we should pay great attention to the healthy development of informal employment. We should start with improving the human capital of informal employment personnel, change the traditional concept of employment, and constantly strengthen the attention to female informal employment personnel. Perfect laws and regulations and other systems, gradually improve the construction of social security system to enhance the protection of informal employment.
