【摘要】：在人類社會發(fā)展的歷史過程當中,城市與農(nóng)村有相當長的一段時間內(nèi)處于相互對立,城鄉(xiāng)發(fā)展差距很大。但隨著生產(chǎn)力的發(fā)展以及人類認識的進步,城市與農(nóng)村逐步從對立走向融合,城鄉(xiāng)一體化發(fā)展成為了人類社會發(fā)展的趨勢。改革開放以來,江西省進入城鄉(xiāng)融合的發(fā)展階段,城鄉(xiāng)經(jīng)濟高速發(fā)展,成就矚目。2015年,江西省GDP總量達到16723.8億元,按可比價格計算,增長9.1%,增速居全國第五位、中部第一位。同時,江西省統(tǒng)計局數(shù)據(jù)顯示,2015年江西省城鎮(zhèn)與農(nóng)村居民的人均可支配收入分別達到24309元與10117元,增長9.9%與11.3%,城鄉(xiāng)社會保障水平進一步提高,人民生活質(zhì)量穩(wěn)步提升。雖然江西省城鄉(xiāng)經(jīng)濟水平提升顯著,但也伴隨存在一些不可忽視的問題,如城鄉(xiāng)"二元結(jié)構(gòu)”矛盾突出且城鄉(xiāng)公共服務(wù)差距較大。在城鄉(xiāng)進行融合的階段中,財政已成為了推進城鄉(xiāng)一體化發(fā)展的強力支撐,成為了推進農(nóng)村農(nóng)業(yè)發(fā)展、教育事業(yè)發(fā)展、基礎(chǔ)設(shè)施建設(shè)、社會保障體系建設(shè)以及醫(yī)療衛(wèi)生體系建設(shè)的強力保障,成為了加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和經(jīng)濟發(fā)展方式轉(zhuǎn)變、加強和改善民生、維護社會公平正義以及全面建成小康社會的強力支柱。為此,本文在相關(guān)理論的科學指導下,通過研究現(xiàn)有文獻與資料,深入分析城鄉(xiāng)一體化發(fā)展理論和財政在城鄉(xiāng)一體化發(fā)展中的作用,對江西省城鄉(xiāng)一體化發(fā)展及其相應(yīng)的財政支持效應(yīng)進行實證分析,在此基礎(chǔ)上,提出促進江西省城鄉(xiāng)一體化發(fā)展的財政政策建議,期望能為江西省城鄉(xiāng)一體化發(fā)展提供助力。本文總共分為六章:第一章緒論,主要介紹本文的選題背景及研究意義,研究方法及框架結(jié)構(gòu),并對國內(nèi)外關(guān)于城鄉(xiāng)一體化發(fā)展的相關(guān)研究進行了梳理及歸納。第二章城鄉(xiāng)一體化發(fā)展的理論分析以及財政支持政策的作用機理,重點闡述城鄉(xiāng)一體化的概念、概念辨析、城鄉(xiāng)一體化發(fā)展的相關(guān)理論基礎(chǔ),以及財政視角下的城鄉(xiāng)一體化發(fā)展的作用原理。第三章江西省城鄉(xiāng)一體化發(fā)展的現(xiàn)狀,主要介紹江西省城鄉(xiāng)一體化的主要成就,并概括分析推進江西省城鄉(xiāng)一體化發(fā)展的主要問題,如城鄉(xiāng)"二元結(jié)構(gòu)"矛盾突出且城鄉(xiāng)公共服務(wù)差距較大,然后針對問題從思想認識、農(nóng)村發(fā)展的困境以及城市對農(nóng)村發(fā)展的"擠壓”等方面進行了剖析。第四章江西省11市城鄉(xiāng)一體化水平測度,構(gòu)建了江西省11市城鄉(xiāng)一體化評價指標體系,通過熵權(quán)法及基于逼近與理想解的排序法(TOPSIS)綜合評價江西省城鄉(xiāng)一體化水平,得出江西省城鄉(xiāng)一體化綜合水平穩(wěn)步提升但分項指標水平存在異常,生態(tài)環(huán)境、人口發(fā)展以及空間集約指標發(fā)展緩慢,過于重視工業(yè)化而輕視環(huán)境保護、人口以及土地利用發(fā)展,各地市城鄉(xiāng)一體化水平發(fā)展不均衡且差異明顯的結(jié)論。第五章促進江西省城鄉(xiāng)一體化發(fā)展的財政政策效應(yīng)及問題分析,概括了江西省促進城鄉(xiāng)一體化發(fā)展的主要財政政策,并利用回歸模型分析財政農(nóng)業(yè)支出對江西省城鄉(xiāng)一體化發(fā)展的效應(yīng),最后從支農(nóng)支出投入不足、結(jié)構(gòu)不優(yōu)和效益不佳等方面對所存在的問題進行歸納。第六章促進江西省城鄉(xiāng)一體化發(fā)展的財政政策建議,主要從推進農(nóng)村農(nóng)業(yè)發(fā)展、教育事業(yè)發(fā)展、基礎(chǔ)設(shè)施建設(shè)、社會保障體系建設(shè)、醫(yī)療衛(wèi)生體系建設(shè)以及戶籍制度改革、農(nóng)村土地制度改革、農(nóng)村金融體系建設(shè)等方面提出促進江西省城鄉(xiāng)一體化發(fā)展的財政政策建議及配套措施。
[Abstract]:In the historical process of the development of human society, city and countryside for a long period of time in opposition to each other, the gap between urban and rural development. But with the development of productivity and the progress of human cognition, city and rural areas gradually from confrontation toward integration, the integration of urban and rural development has become the trend of the human social development. Since the reform and opening up. The fifth chapter is to promote Jiangxi Analysis of the effects of fiscal policy and the development problems of urban-rural integration, summarizes the main fiscal policy to promote the integration of urban and rural development in Jiangxi Province, and uses regression model to analyze the effect of fiscal expenditures on agriculture integrated development of urban and rural areas in Jiangxi Province, finally from the expenditure is insufficient, summed up the problems of the structure is not optimal and poor efficiency. Chapter sixth.
