【摘要】：近年來,民生問題作為每年兩會的主題之一,受到黨和政府以及社會民眾的高度關(guān)注。改善民生,已成為我們建設(shè)和諧社會的一個重要課題。黨的十八大指出,要謀民生之利,解民生之憂,幫助人民群眾解決好最關(guān)心最直接的現(xiàn)實(shí)利益問題,在學(xué)有所教、勞有所得、病有所醫(yī)、老有所養(yǎng)、住有所居上不斷取得新進(jìn)展,努力提高人民生活質(zhì)量。因此,建立一套較為科學(xué)、行之有效的民生指標(biāo)體系,客觀有效地衡量和評價我國現(xiàn)階段的民生質(zhì)量,對黨和政府制定相關(guān)政策具有重要意義。本文首先對民生內(nèi)涵、民生指標(biāo)體系的構(gòu)建、民生質(zhì)量評價方法進(jìn)行了回顧和簡要評述,并在此基礎(chǔ)上對民生內(nèi)涵進(jìn)行了界定、對民生問題的現(xiàn)狀和形成原因進(jìn)行了分析;其次,綜合考慮指標(biāo)的全面性和代表性,運(yùn)用相關(guān)性分析法和粗糙集法篩選指標(biāo),構(gòu)建了包括文化教育、就業(yè)收入、健康醫(yī)療、社會保障、住房交通、資源環(huán)境、安全穩(wěn)定7個方面的民生指標(biāo)體系;再次,運(yùn)用基于組合賦權(quán)的綜合指數(shù)法對2011~2013年我國民生進(jìn)程進(jìn)行分析,同時,運(yùn)用核主成分分析法對2013年我國各省市(西藏除外)的民生質(zhì)量進(jìn)行評價。研究結(jié)論表明:(1)我國民生指數(shù)連續(xù)三年呈上升趨勢,總體民生情況逐年改善,但7個子系統(tǒng)進(jìn)展情況不一致。(2)各地區(qū)民生質(zhì)量發(fā)展較不平衡,且與各個地區(qū)經(jīng)濟(jì)發(fā)展水平相關(guān),經(jīng)濟(jì)發(fā)展是改善民生的基礎(chǔ)。最后,基于上述研究結(jié)果,總結(jié)存在的民生問題,為促進(jìn)我國民生發(fā)展提出有針對性的建議。
[Abstract]:In recent years, people's livelihood issues, as one of the themes of the two annual sessions, have been highly concerned by the party, the government and the public. Improving people's livelihood has become an important issue for us to build a harmonious society. The 18 National Congress of the Party pointed out that people's livelihood should be pursued for the benefit of the people's livelihood. To resolve the worries of the people's livelihood, to help the people to solve the most immediate practical interests of concern, to teach, to work and earn, to get sick, to have a sense of security, to make new progress in living and living, and to strive to improve the quality of life of the people. It is of great significance for the Party and the government to establish a scientific and effective index system for the livelihood of the people and objectively and effectively evaluate the quality of the people's livelihood at the present stage of our country. The construction of the index system of people's livelihood, the evaluation method of people's livelihood quality are reviewed and briefly commented, and on this basis, the connotation of people's livelihood is defined, and the present situation and the causes of the livelihood problem are analyzed. Considering the comprehensiveness and representativeness of the indicators, using the correlation analysis method and rough set method to screen the indicators, the paper constructs a system that includes culture and education, employment income, health care, social security, housing and transportation, resources and environment. Thirdly, the comprehensive index method based on combinatorial weighting is used to analyze the process of people's livelihood in China from 2011 to 2013, at the same time, The quality of people's livelihood in various provinces and cities of China (except Tibet) in 2013 was evaluated by nuclear principal component analysis. The results show that the index of people's livelihood in China has been on the rise for three consecutive years, and the overall situation of people's livelihood has improved year by year. However, the progress of the seven subsystems is inconsistent. 2) the development of the quality of people's livelihood in each region is not balanced, and it is related to the level of economic development in each region. Economic development is the basis for improving the people's livelihood. Finally, based on the results of the above research, Summing up the existence of livelihood problems, to promote the development of people's livelihood in China put forward targeted recommendations.
