城鎮(zhèn)化背景下少數(shù)民族地區(qū)留守兒童問(wèn)題的思考——以涼山彝族地區(qū)為例

【摘要】:近年來(lái),社會(huì)經(jīng)濟(jì)的發(fā)展,城鎮(zhèn)化進(jìn)程的加快,越來(lái)越多的農(nóng)村勞動(dòng)力繼續(xù)流向城市,在農(nóng)村產(chǎn)生了特殊的未成年人群體——留守兒童,而留守兒童的教育管理、學(xué)習(xí)生活成為一個(gè)越發(fā)沉重的問(wèn)題,因?yàn)榱羰氐纳倌陜和幱诔砷L(zhǎng)發(fā)育的關(guān)鍵時(shí)期,他們無(wú)法接受到成長(zhǎng)中的親子教育,缺少了父母的關(guān)心和呵護(hù)。所以,作者通過(guò)調(diào)查和走訪涼山彝族地區(qū),了解留守兒童的學(xué)習(xí)生活等相關(guān)情況及民政部門具體的社會(huì)福利政策和法律體制內(nèi)容,結(jié)合公共服務(wù)均等化理論和社會(huì)保障理論,然后進(jìn)行研究,針對(duì)涼山彝族地區(qū)留守兒童存在的問(wèn)題,提出在救助和管理留守兒童工作中的可行性實(shí)施措施和對(duì)策,以供政府有關(guān)部門健全和完善解決留守兒童問(wèn)題參考。
[Abstract]:In recent years, with the development of social economy and the acceleration of urbanization, more and more rural labor force continues to flow to urban areas. In rural areas, there is a special group of minors-left-behind children, and the education management of left-behind children. Learning and living has become a more and more serious problem, because the children left behind are in a critical period of growth and development. They cannot receive the growing parent-child education and lack the care and care of their parents. By investigating and visiting Liangshan Yi nationality area, the author finds out the relevant situation of the study and life of left-behind children and the contents of the specific social welfare policy and legal system of the civil affairs department, and combines the theory of equalization of public services and the theory of social security. Then, according to the existing problems of left-behind children in Liangshan Yi nationality area, the feasible implementation measures and countermeasures in rescuing and managing left-behind children are put forward, so as to provide reference for the relevant government departments to perfect and solve the problem of left-behind children.
