【摘要】：黨的十八屆三中全會提出,城鄉(xiāng)二元結構是制約城鄉(xiāng)發(fā)展一體化的主要障礙。必須健全體制機制,形成以工促農、以城帶鄉(xiāng)、工農互惠、城鄉(xiāng)一體的新型工農城鄉(xiāng)關系,讓廣大農民平等參與現代化進程、共同分享現代化成果。但是,由于歷史、社會和資源稟賦等諸多方面的原因,我國城鄉(xiāng)差距不僅存在的時間比較長,而且呈現擴大趨勢。而實現城鄉(xiāng)公共資源配置均等化是縮小城鄉(xiāng)差距、實現城鄉(xiāng)協(xié)調以及維護社會公平與正義的重要先行條件,也是政府的職責所在。當前,河北省作為我國經濟欠發(fā)達地區(qū),也存在著城鄉(xiāng)公共資源配置非均等的狀況。因此,以實現城鄉(xiāng)一體化為最終目標,研究河北省城鄉(xiāng)公共資源配置均等化的路徑具有重要意義。本文首先分別闡述了城鄉(xiāng)、公共資源、配置均等化的概念,并論述了公共資源與公共產品的關系,闡述了本文研究的相關理論基礎。其次,選取了社會保障資源、義務教育資源、醫(yī)療衛(wèi)生資源和基礎設施資源四個方面作為主要研究對象,分析了河北省城鄉(xiāng)公共資源配置現狀,并通過具體量化分析,重點闡述了河北省城鄉(xiāng)公共資源配置非均等的具體情況和程度。再次,從城鄉(xiāng)二元結構、農村公共資源配置中政府失靈和農民自身三個方面分析了河北省城鄉(xiāng)公共資源配置均等化發(fā)展的制約因素。最后,根據上述城鄉(xiāng)公共資源配置均等化發(fā)展的制約因素,從推進城鄉(xiāng)一體化發(fā)展、完善農村公共資源配置中政府職能、提高農村居民對公共資源的訴求能力等角度提出了實現河北省城鄉(xiāng)公共資源配置均等化的路徑。
[Abstract]:The third Plenary session of the 18 CPC Central Committee put forward that the dual structure of urban and rural areas is the main obstacle to the integration of urban and rural development. Let the broad masses of peasants participate in the modernization process on an equal footing and share the fruits of modernization. However, due to many reasons, such as history, social and resource endowment, the gap between urban and rural areas in China has not only existed for a long time, And it is an important prerequisite for narrowing the gap between urban and rural areas, realizing the coordination between urban and rural areas, and safeguarding social equity and justice. It is also the responsibility of the government. At present, Hebei Province, as an underdeveloped region of our country, also has the condition of unequal allocation of urban and rural public resources. Therefore, the ultimate goal is to realize the integration of urban and rural areas. It is of great significance to study the path of equal allocation of urban and rural public resources in Hebei Province. Firstly, this paper expounds the concepts of urban and rural areas, public resources and allocation equalization, and discusses the relationship between public resources and public goods. Secondly, four aspects of social security resources, compulsory education resources, medical and health resources and infrastructure resources are selected as the main research objects. This paper analyzes the present situation of urban and rural public resource allocation in Hebei Province, and through the specific quantitative analysis, focuses on the specific situation and degree of unequal allocation of urban and rural public resources in Hebei Province. Thirdly, from the dual structure of urban and rural areas, The government failure and farmers themselves in the allocation of rural public resources have analyzed the constraints of the development of equal allocation of urban and rural public resources in Hebei Province. Finally, according to the above-mentioned constraints of the development of equal allocation of urban and rural public resources, From the perspective of promoting the development of urban and rural integration, perfecting the government functions in the allocation of rural public resources and improving the rural residents' ability to demand public resources, this paper puts forward the way to realize the equalization of urban and rural public resources allocation in Hebei Province.
