【摘要】：完善農(nóng)村社區(qū)公共服務(wù)體系是建設(shè)新農(nóng)村的重要內(nèi)容。本文通過(guò)調(diào)查研究,分析金州新區(qū)農(nóng)村社區(qū)公共服務(wù)體系的現(xiàn)狀和問(wèn)題,并聯(lián)系當(dāng)?shù)匕l(fā)展實(shí)際,在借鑒其他地區(qū)成功經(jīng)驗(yàn)的基礎(chǔ)上,形成一套適合我國(guó)農(nóng)村社區(qū)發(fā)展與治理的公共服務(wù)體系建設(shè)模式。首先,采用問(wèn)卷調(diào)查和訪談?wù){(diào)查相結(jié)合的方式,從社會(huì)保障、醫(yī)療、基礎(chǔ)設(shè)施和環(huán)境、教育、農(nóng)業(yè)生產(chǎn)、治安穩(wěn)定及文化體育等七個(gè)方面對(duì)農(nóng)村社區(qū)居民開(kāi)展調(diào)查,全面、深入地了解當(dāng)?shù)鼐用駥?duì)公共服務(wù)的真實(shí)看法,了解居民對(duì)公共服務(wù)的滿意程度。其次,通過(guò)對(duì)調(diào)研數(shù)據(jù)的深入分析,發(fā)現(xiàn)農(nóng)村社區(qū)公共服務(wù)體系建設(shè)中的一些問(wèn)題。調(diào)查研究發(fā)現(xiàn),金州新區(qū)農(nóng)村社區(qū)公共服務(wù)體系建設(shè)還存在社會(huì)保障水平較低、醫(yī)療衛(wèi)生資源短缺、基礎(chǔ)設(shè)施供需失衡、供給主體單一、生態(tài)環(huán)境堪憂、農(nóng)業(yè)生產(chǎn)服務(wù)水平不高、精神文化生活匱乏等問(wèn)題。并從城鄉(xiāng)二元結(jié)構(gòu),事權(quán)財(cái)權(quán)不對(duì)稱(chēng),供給溝通機(jī)制不健全和供給主體單一等方面分析了問(wèn)題的成因。最后,提出完善金州新區(qū)農(nóng)村社區(qū)公共服務(wù)體系的對(duì)策建議。譬如,建立農(nóng)村社區(qū)公共服務(wù)多主體供給機(jī)制,完善政府績(jī)效考核機(jī)制,完善農(nóng)村社區(qū)溝通渠道等等,通過(guò)這些對(duì)策使農(nóng)村社區(qū)能夠充分發(fā)揮公共服務(wù)職能,為全國(guó)各地區(qū)的農(nóng)村社區(qū)公共服務(wù)體系建設(shè)提供借鑒。
[Abstract]:Perfecting the public service system of rural community is an important content in the construction of new countryside. Through investigation and research, this paper analyzes the present situation and problems of the public service system of rural community in Jinzhou New District, and connects with the local development practice. Based on the successful experiences of other regions, a set of public service system construction model suitable for the development and governance of rural communities in our country has been formed. First of all, a combination of questionnaire survey and interview investigation is adopted, from the perspective of social security and medical treatment, Seven aspects, including infrastructure and environment, education, agricultural production, public security stability and cultural and sports, were conducted to investigate rural community residents in order to comprehensively and deeply understand the real views of local residents on public services. Secondly, through the in-depth analysis of the survey data, we find some problems in the construction of public service system in rural communities. The construction of public service system of rural community in Jinzhou New District also has low level of social security, shortage of medical and health resources, imbalance of supply and demand of infrastructure, single main body of supply, poor ecological environment, low level of agricultural production and service. It also analyzes the causes of the problems from the dual structure of urban and rural areas, asymmetric financial power, imperfect supply communication mechanism and single supply subject. Put forward the countermeasures and suggestions to perfect the rural community public service system in Jinzhou New District, for example, establish the multi-subject supply mechanism of the rural community public service, perfect the government performance appraisal mechanism, perfect the communication channel of the rural community, etc. Through these countermeasures, the rural community can give full play to the public service function and provide reference for the construction of the rural community public service system in various regions of the country.
