【摘要】：伴隨著工業(yè)化與城鎮(zhèn)化進(jìn)程的推進(jìn),導(dǎo)致失去土地的農(nóng)民成為了“失地農(nóng)民”。由于失去了耕種土地,失地農(nóng)民的基本生活來(lái)源和養(yǎng)老保障受到了嚴(yán)重影響,給社會(huì)帶來(lái)了諸多隱患。當(dāng)前,失地農(nóng)民的養(yǎng)老保障存在政策宣傳力度不足、參保途徑單一等突出問(wèn)題,亟待研究解決�；诖�,本研究在閱讀文獻(xiàn)的基礎(chǔ)上,結(jié)合實(shí)際制作調(diào)查問(wèn)卷,并通過(guò)調(diào)查研究法對(duì)福州市晉安區(qū)的失地農(nóng)民進(jìn)行實(shí)地調(diào)查。同時(shí),利用spss軟件,采用Logistic模型的回歸分析法對(duì)調(diào)查數(shù)據(jù)進(jìn)行實(shí)證分析,研究顯著影響失地農(nóng)民以靈活就業(yè)身份參加養(yǎng)老保險(xiǎn)意愿的因素,提出提高失地農(nóng)民養(yǎng)老保險(xiǎn)參保意愿的政策建議。本文共分為五個(gè)部分：第一部分闡明本研究的背景和意義、綜述國(guó)內(nèi)外研究現(xiàn)狀、介紹研究?jī)?nèi)容、研究方法及技術(shù)路線,指出其創(chuàng)新與不足之處；第二部分界定了失地農(nóng)民的內(nèi)涵、闡述福利經(jīng)濟(jì)學(xué)理論、社會(huì)保障理論等相關(guān)內(nèi)容；第三部分簡(jiǎn)要說(shuō)明問(wèn)卷的對(duì)象選擇、設(shè)計(jì)及分析方法,介紹福州市晉安區(qū)失地農(nóng)民養(yǎng)老保障政策,并通過(guò)整理和初步分析問(wèn)卷調(diào)查數(shù)據(jù),了解晉安區(qū)失地農(nóng)民以靈活就業(yè)身份參加養(yǎng)老保險(xiǎn)的參保意愿情況,另一方面,便于下文的實(shí)證分析,詳細(xì)進(jìn)行了參保意愿影響因素的理論分析與模型構(gòu)建；第四部分通過(guò)Logistic模型,利用spss19.0軟件,在調(diào)查數(shù)據(jù)的基礎(chǔ)上,對(duì)影響福州市晉安區(qū)失地農(nóng)民以靈活就業(yè)身份參加養(yǎng)老保險(xiǎn)的參保意愿的因素進(jìn)行實(shí)證分析。通過(guò)研究分析,年齡、養(yǎng)老方式、家庭人口數(shù)、經(jīng)濟(jì)狀況、土地補(bǔ)償款、對(duì)失地農(nóng)民養(yǎng)老保險(xiǎn)未來(lái)發(fā)展的看好程度等因素對(duì)影響意愿影響較大,應(yīng)著重關(guān)注。第五部分通過(guò)實(shí)證分析,對(duì)影響失地農(nóng)民以靈活就業(yè)身份參加養(yǎng)老保險(xiǎn)意愿較大的因素進(jìn)行定性分析,并對(duì)提高失地農(nóng)民的參保率與參保意愿提出了有關(guān)對(duì)策建議,即加大失地農(nóng)民以靈活就業(yè)身份參保政策的宣傳力度、通過(guò)立法維護(hù)失地農(nóng)民權(quán)益,增強(qiáng)其參保信心、提高失地農(nóng)民擇業(yè)創(chuàng)業(yè)能力,增加其生活經(jīng)濟(jì)收入和構(gòu)建多層次的失地農(nóng)民養(yǎng)老保障體系。
[Abstract]:Along with the advancement of industrialization and urbanization, the peasants who lost their land have become "landless farmers". As a result of the loss of cultivated land, the basic sources of livelihood and old-age security of landless farmers have been seriously affected. It has brought many hidden dangers to the society. At present, there are some outstanding problems such as insufficient policy propaganda and single way to participate in the old-age security of landless farmers, which need to be solved urgently. Based on this, this study is based on the reading of the literature. Combining with the actual situation, the questionnaire is made and the land-lost farmers in Jinan District of Fuzhou City are investigated by the method of investigation. At the same time, using spss software and the regression analysis method of Logistic model, the investigation data are empirically analyzed. This paper studies the factors that influence the willingness of landless farmers to participate in pension insurance with flexible employment status, and puts forward some policy suggestions to improve the willingness of landless farmers to participate in pension insurance. This paper is divided into five parts: the first part clarifies the background and significance of this study. This paper summarizes the current research situation at home and abroad, introduces the research contents, research methods and technical routes, and points out their innovations and shortcomings. The second part defines the connotation of land-lost farmers, expounds the theory of welfare economics, social security theory and other related contents. The third part briefly explains the object selection, design and analysis method of the questionnaire, introduces the pension security policy of the landless farmers in Jinan District of Fuzhou City, and analyzes the questionnaire data through collation and preliminary analysis. To understand the situation of farmers' willingness to participate in pension insurance with flexible employment status in Jinan District, on the other hand, to facilitate the empirical analysis below, detailed theoretical analysis and model construction of factors affecting the willingness to participate in insurance; In 4th, through Logistic model and spss19.0 software, on the basis of investigation data, this paper makes an empirical analysis on the factors that affect the willingness of landless farmers to participate in pension insurance in the form of flexible employment status in Jinan District, Fuzhou. Pension pattern, family population, economic situation, land compensation, favorable degree to the future development of landless farmers' endowment insurance and other factors have a great influence on the influence of willingness, so we should pay more attention to the 5th part through empirical analysis. This paper qualitatively analyzes the factors that influence the farmers' willingness to participate in pension insurance with flexible employment status, and puts forward some countermeasures and suggestions to improve the participation rate and willingness of landless farmers. That is, to increase the propaganda of the policy of participating in insurance with flexible employment status of land-lost farmers, to safeguard the rights and interests of land-lost farmers through legislation, to enhance their confidence in participating in the insurance, and to improve the ability of landless farmers to choose jobs and start businesses. Increase their economic income and build a multi-level land-lost farmers pension security system.
