【摘要】：農(nóng)房流轉(zhuǎn)大量存在的事實,是農(nóng)村經(jīng)濟發(fā)展的必然;法律法規(guī)對農(nóng)房流轉(zhuǎn)的限制,是國家農(nóng)村保障體制建設(shè)的選擇。農(nóng)房流轉(zhuǎn)的頻繁發(fā)展與法規(guī)政策的嚴格限制是發(fā)展與保障的矛盾,需要我們用發(fā)展的眼光看待問題,在我國經(jīng)濟社會轉(zhuǎn)型、城鄉(xiāng)一體化的發(fā)展趨勢下,盡快建立更全面更完善的社會保障機制,更有效地推進農(nóng)村發(fā)展資源的有效配置體系,逐步推進農(nóng)房等資料的流轉(zhuǎn)。在市場經(jīng)濟環(huán)境下,能為民商事領(lǐng)域提供有效服務(wù)的公證機構(gòu),可以為農(nóng)房流轉(zhuǎn)提供合同公證、行為登記證明等服務(wù),掌握農(nóng)房流轉(zhuǎn)市場的基本信息、發(fā)展趨勢,既為有效防止農(nóng)房交易糾紛的產(chǎn)生,也為相關(guān)法律政策制定提供信息基礎(chǔ)。
[Abstract]:The fact that there is a large number of rural housing circulation is a necessity for the development of rural economy. It is the choice of the national rural security system construction. The frequent development of the rural housing circulation and the strict restriction of the laws and policies are the contradictions between the development and the security. We need to look at the problem from the perspective of development and transform the economy and society in our country. Under the development trend of urban and rural integration, we should establish a more comprehensive and more perfect social security mechanism as soon as possible, promote more effectively the effective allocation system of rural development resources, and gradually promote the circulation of agricultural housing and other materials. In the market economy environment, Notarization agencies that can provide effective services in the field of civil and commercial affairs can provide services such as notarization of contracts and certificates of registration of acts for the circulation of agricultural houses, and master the basic information and development trend of the market for the circulation of agricultural houses. It is not only to prevent the disputes of agricultural house transaction, but also to provide information basis for the formulation of relevant laws and policies.
