【摘要】：青年是不是"弱勢(shì)群體",不是理解面向這個(gè)群體出臺(tái)專門規(guī)劃的根本。這與出臺(tái)"婦女發(fā)展綱要""兒童發(fā)展綱要""老齡事業(yè)發(fā)展規(guī)劃"是不同的。青年的特性、青年的特殊地位和作用、青年的特殊使命以及青年事業(yè)發(fā)展的歷史經(jīng)驗(yàn)和現(xiàn)實(shí)經(jīng)驗(yàn)等,決定了青年發(fā)展不僅僅是青年的問(wèn)題,而且是一個(gè)關(guān)涉民族、國(guó)家、黨的希望和未來(lái)的戰(zhàn)略問(wèn)題。面向青年群體出臺(tái)專門的規(guī)劃,就是為了解決好這個(gè)戰(zhàn)略問(wèn)題。這才是問(wèn)題的根本。促進(jìn)青年發(fā)揮其在國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展中的生力軍和中堅(jiān)力量的作用,就要實(shí)現(xiàn)好、維護(hù)好、發(fā)展好青年的核心權(quán)益。從當(dāng)前我國(guó)青年發(fā)展的狀況來(lái)看,他們迫切需要受到關(guān)注的核心權(quán)益包括思想道德、教育、健康、婚戀、就業(yè)創(chuàng)業(yè)、文化、社會(huì)融入與社會(huì)參與、權(quán)益保護(hù)、預(yù)防犯罪、社會(huì)保障等10個(gè)領(lǐng)域。總結(jié)青年發(fā)展的歷史經(jīng)驗(yàn)和現(xiàn)實(shí)經(jīng)驗(yàn),解決青年政策針對(duì)性不強(qiáng)、碎片化、約束力和指導(dǎo)性有限、可操作性偏低等突出問(wèn)題,必須堅(jiān)持"黨管青年"的原則。青年發(fā)展涉及的領(lǐng)域特別廣、涉及的部門特別多,應(yīng)跳出從共青團(tuán)系統(tǒng)思考的傳統(tǒng)思維,構(gòu)建支持青年發(fā)展的國(guó)家機(jī)制。

To promote youth to play their role as the new force and backbone force in the national economic and social development, it is necessary to realize and maintain it well. Judging from the current situation of youth development in China, the core rights and interests that they urgently need to be paid attention to include ideology and morality, education, health, marriage and love, employment and entrepreneurship, culture, social integration and social participation. To sum up the historical and practical experience of youth development and to solve outstanding problems such as weak pertinence, fragmentation, limited binding force and guidance, low operability, and so on, in 10 fields such as protection of rights and interests, crime prevention, social security, and so on. We must adhere to the principle of "party governing youth". Youth development involves a wide range of fields and especially many departments. Therefore, we should jump out of the traditional thinking of thinking systematically from the Communist Youth League and build a national mechanism to support youth development.
