【摘要】:當(dāng)今中國(guó)正進(jìn)入雙轉(zhuǎn)軌時(shí)期,即社會(huì)由農(nóng)業(yè)社會(huì)轉(zhuǎn)變?yōu)楣I(yè)社會(huì),經(jīng)濟(jì)由計(jì)劃經(jīng)濟(jì)轉(zhuǎn)變?yōu)槭袌?chǎng)經(jīng)濟(jì),矛盾日益凸顯。勞資關(guān)系是工業(yè)化和市場(chǎng)化的產(chǎn)物,但是由于目前中國(guó)市場(chǎng)上資本相對(duì)稀缺、勞動(dòng)絕對(duì)剩余以及政府的某些短視的資本偏好,勞資關(guān)系明顯失調(diào),由計(jì)劃經(jīng)濟(jì)時(shí)期的“隱性糾紛,顯形合作”變?yōu)槭袌?chǎng)經(jīng)濟(jì)時(shí)期的“顯形糾紛,隱性合作”,勞資矛盾日益尖銳,勞資糾紛頻繁不斷,因此勞資關(guān)系問(wèn)題已成為影響社會(huì)穩(wěn)定、經(jīng)濟(jì)發(fā)展的最嚴(yán)重的社會(huì)問(wèn)題,對(duì)全面構(gòu)建和諧社會(huì)的總目標(biāo)提出嚴(yán)峻挑戰(zhàn)。針對(duì)蘇州市G區(qū)目前勞資關(guān)系問(wèn)題的現(xiàn)狀,本文主要通過(guò)調(diào)查問(wèn)卷的方法,對(duì)該地區(qū)所存在的勞資關(guān)系問(wèn)題如加班時(shí)間過(guò)長(zhǎng)、工作時(shí)長(zhǎng)和薪酬福利不對(duì)等、勞動(dòng)保護(hù)形同虛設(shè)等狀況進(jìn)行分析,最后提出解決策略,期望可以給地方?jīng)Q策者一定的參考價(jià)值。本文主要有緒論、文獻(xiàn)綜述與理論基礎(chǔ)、主題三章、結(jié)論等內(nèi)容組成。第一章緒論部分主要描述本文的研究背景、研究意義、研究目標(biāo)與研究?jī)?nèi)容、研究方法和技術(shù)路線、可能的創(chuàng)新與不足、論文結(jié)構(gòu)。第二章為文獻(xiàn)綜述與理論回顧。文獻(xiàn)綜述主要由勞資關(guān)系模式,勞資關(guān)系問(wèn)題及影響分析,勞資關(guān)系問(wèn)題原因分析,勞資關(guān)系對(duì)策這幾個(gè)方面展開(kāi)。本文運(yùn)用到的是鄧洛普模型及動(dòng)態(tài)系統(tǒng)模型。第三章主要描述蘇州市G區(qū)勞資關(guān)系的現(xiàn)狀及問(wèn)題,包括勞動(dòng)爭(zhēng)議案件持續(xù)增加、勞動(dòng)合同簽訂情況不容樂(lè)觀、社會(huì)保險(xiǎn)繳納覆蓋不完全、薪酬福利發(fā)放不及時(shí)、勞動(dòng)保護(hù)的相關(guān)規(guī)定形同虛設(shè)、勞資關(guān)系協(xié)調(diào)機(jī)制薄弱等。第四章就G區(qū)勞資關(guān)系的現(xiàn)狀及問(wèn)題,分析出原因在于勞資關(guān)系的法律法規(guī)不健全、企業(yè)只追求利益,不關(guān)系員工的身心健康、工會(huì)組織建設(shè)相對(duì)滯后、勞動(dòng)力市場(chǎng)供需失衡等方面。第五章主要內(nèi)容為蘇州市G區(qū)勞資關(guān)系問(wèn)題的解決策略。主要從以下幾方面進(jìn)行改善:加強(qiáng)法律法規(guī)建設(shè)、健全社會(huì)保障體系、強(qiáng)化勞資雙方道德及法律教育、完善工會(huì)組織建設(shè)等。
[Abstract]:At present, China is entering a period of dual transition, that is, the society has changed from an agricultural society to an industrial society, and the economy has changed from a planned economy to a market economy, and the contradictions are becoming increasingly prominent. Labor relations are the product of industrialization and marketization. However, due to the relative scarcity of capital in the Chinese market at present, the absolute surplus of labor and some short-sighted capital preferences of the government, labor relations are clearly out of balance, resulting from "hidden disputes" during the period of planned economy. In the period of market economy, formal cooperation has become "apparent dispute, recessive cooperation". The contradiction between labor and capital is becoming increasingly sharp and labor disputes are frequent and incessant. Therefore, the problem of labor relations has become the most serious social problem affecting social stability and economic development. In view of the present situation of labor relations problems in G District of Suzhou City, this paper mainly through the method of questionnaire, to the labor relations problems existing in this area, such as overtime too long, The paper analyzes the situation of unequal working hours, unequal salary and welfare, labor protection and so on. Finally, it puts forward the solution strategy, which is expected to give some reference value to the local decision makers. This paper is mainly based on the introduction, literature review and theory, etc. The first chapter mainly describes the research background, research significance, research objectives and contents, research methods and technical routes, possible innovations and shortcomings. The second chapter is literature review and theoretical review. Literature review mainly consists of labor relations model, labor relations issues and impact analysis, causes analysis of labor relations problems, This paper applies the Dunlop model and the dynamic system model. The third chapter mainly describes the current situation and problems of the labor relations in the G area of Suzhou, including the continuous increase of labor dispute cases. The signing of a labor contract is not optimistic, the payment of social insurance is incomplete, the payment of salary and welfare is not timely, and the relevant provisions on labor protection are void. Chapter 4th on the current situation and problems of Labor Relations in area G, the reasons are that the laws and regulations of labor relations are not perfect, the enterprises only pursue interests, it is not related to the physical and mental health of employees. Trade union organization construction lags behind, labor market supply and demand imbalance and so on. Chapter 5th mainly focuses on solving the problem of labor relations in Suzhou G District. It mainly improves from the following aspects: strengthening the construction of laws and regulations, We will improve the social security system, strengthen moral and legal education between employers and employees, and improve the construction of trade union organizations.
