南湖區(qū)民間志愿者組織可持續(xù)發(fā)展研究

【摘要】:隨著時(shí)代的發(fā)展,國(guó)家不斷推進(jìn)志愿者組織的發(fā)展。志愿者組織在社會(huì)發(fā)展中起到很大的作用,他們的存在可以凝聚社會(huì)各方力量,整合社會(huì)各種資源,提供社會(huì)保障。與此同時(shí),志愿者組織在培養(yǎng)公民社會(huì)意識(shí)、優(yōu)化人際關(guān)系、維護(hù)社會(huì)和諧方面都有重要意義。我國(guó)志愿者組織近年來(lái)得到了迅速發(fā)展,南湖區(qū)作為嘉興市一個(gè)重要的轄區(qū),其志愿者的數(shù)量也在不斷增加,隊(duì)伍也在不斷壯大。運(yùn)用志愿服務(wù)激勵(lì)理論,通過(guò)文獻(xiàn)研究法、深度訪談法、個(gè)案研究法對(duì)南湖區(qū)的柴草人志愿者組織、嘉興96345黨員志愿者服務(wù)總站、青鳥志愿者服務(wù)總隊(duì)、南湖區(qū)冬泳協(xié)會(huì)志愿者服務(wù)總隊(duì)等四個(gè)志愿者組織的發(fā)展現(xiàn)狀進(jìn)行研究,發(fā)現(xiàn)存在的共同問(wèn)題參與社會(huì)主流志愿服務(wù)的渠道不足、志愿者骨干流動(dòng)率過(guò)高、志愿者的責(zé)任與權(quán)益難以保障、志愿服務(wù)熱情和效率難以持續(xù)、管理體制和機(jī)制不健全和經(jīng)費(fèi)來(lái)源缺乏保障等六個(gè)方面,分析所面臨的問(wèn)題背后的原因是志愿服務(wù)的社會(huì)認(rèn)可度不夠、志愿者參與服務(wù)動(dòng)機(jī)不一、志愿者系統(tǒng)培訓(xùn)欠缺以及政府對(duì)志愿者工作不重視,并從培育群眾志愿服務(wù)意識(shí)、加強(qiáng)專業(yè)志愿人才培養(yǎng)、規(guī)范組織內(nèi)部建設(shè)、加快相關(guān)政策出臺(tái)、推動(dòng)社會(huì)購(gòu)買服務(wù)等五個(gè)方面提供相關(guān)的對(duì)策措施,為志愿者組織的長(zhǎng)期發(fā)展提供新的思路和路徑。通過(guò)研究,為今后志愿者組織的進(jìn)一步發(fā)展提供可借鑒的發(fā)展路徑,推動(dòng)整個(gè)南湖區(qū)甚至更大范圍內(nèi)志愿者隊(duì)伍的建設(shè),為志愿者組織可持續(xù)發(fā)展貢獻(xiàn)力量。
[Abstract]:With the development of the times, the state is constantly promoting the development of volunteer organizations. Volunteer organizations play a very important role in social development. Their existence can unite all social forces and integrate all kinds of social resources. At the same time, volunteer organizations are of great significance in cultivating the social consciousness of citizens, optimizing interpersonal relationships and maintaining social harmony. In recent years, volunteer organizations in China have developed rapidly. As an important area of Jiaxing City, the number of volunteers in the Nanhu District is also increasing, and the ranks are also growing. Using the theory of voluntary service incentives, through literature research and in-depth interviews, Case study on the development of four volunteer organizations in Nanhu District, such as Chaicao volunteer organization, Jiaxing 96345 Party member volunteer service center, Qingyao volunteer service team, and South Lake Winter Swimming Association Volunteer Service team, etc. Found that the common problems of participation in social mainstream voluntary service channels are insufficient, the turnover rate of volunteers backbone is too high, the responsibility and rights of volunteers are difficult to protect, the enthusiasm and efficiency of volunteer service is not sustainable. In six aspects, such as imperfect management system and mechanism and lack of guarantee of funding, the reasons behind the analysis of the problems are that the social recognition of volunteer service is not enough, and the motivation of volunteer participation in service is different. The lack of systematic training for volunteers and the lack of government attention to volunteer work, and from cultivating the awareness of voluntary service among the masses, strengthening the training of professional volunteers, standardizing the internal construction of the organization, speeding up the issuance of relevant policies, In order to provide new ideas and paths for the long-term development of volunteer organizations, this paper provides a new way for the further development of volunteer organizations in the future. To promote the construction of volunteers in the whole South Lake region, and to contribute to the sustainable development of volunteer organizations.
