【摘要】：實(shí)現(xiàn)兩個(gè)百年目標(biāo),是國家發(fā)展大計(jì),也是全民共享發(fā)展的重大機(jī)遇。需要提早謀劃建立與兩個(gè)百年目標(biāo)相適應(yīng)的民生制度體系,實(shí)現(xiàn)國家發(fā)展與民生建設(shè)共建共享、協(xié)同發(fā)展。這也是實(shí)現(xiàn)以人民為中心的發(fā)展理念、保障人人享有幸福生活的應(yīng)有之義。當(dāng)前,我國正處于全面建成小康社會(huì)的決勝階段,努力實(shí)現(xiàn)第一個(gè)百年目標(biāo)。我國民生發(fā)展水平距離全面小康尚存在一定距離,需要加大政策保障,確保目標(biāo)實(shí)現(xiàn)。面向第二個(gè)百年目標(biāo)的民生制度體系,要與全面建成小康社會(huì)后的30年經(jīng)濟(jì)社會(huì)發(fā)展水平相適應(yīng),重點(diǎn)關(guān)注人的全面發(fā)展、自由發(fā)展和可持續(xù)發(fā)展,建立起由服務(wù)于人的全生命周期高質(zhì)綜合發(fā)展的公共服務(wù)制度體系,服務(wù)于人的全面可持續(xù)發(fā)展的經(jīng)濟(jì)支持體系,以及服務(wù)于人的全面自由發(fā)展的社會(huì)支持體系等組成的民生制度體系。教育政策應(yīng)有助于我國人力資源大國向人力資源強(qiáng)國邁進(jìn),勞動(dòng)就業(yè)政策應(yīng)從人人充分就業(yè)向人人體面就業(yè)轉(zhuǎn)變,社會(huì)保障政策應(yīng)從全覆蓋、多層次向穩(wěn)預(yù)期、可持續(xù)轉(zhuǎn)變,醫(yī)療衛(wèi)生政策應(yīng)從促進(jìn)身體健康向推動(dòng)全面健康轉(zhuǎn)變,基本社會(huì)服務(wù)政策應(yīng)從碎片化、低水平向綜合性、促發(fā)展轉(zhuǎn)變。
