【摘要】：青年志愿者是我國(guó)當(dāng)前志愿服務(wù)的主要群體,我國(guó)志愿服務(wù)的誕生也與青年志愿者的出現(xiàn)有著十分重要的關(guān)系。伴隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)快速發(fā)展,社會(huì)意識(shí)形態(tài)日漸豐富,政府職能和社會(huì)建設(shè)與過(guò)去相比已經(jīng)實(shí)現(xiàn)了跨越式的發(fā)展,公共服務(wù)也取得了創(chuàng)新發(fā)展。近年來(lái),烏審旗搭上國(guó)家推進(jìn)西部開(kāi)發(fā)戰(zhàn)略的順風(fēng)車(chē),將全旗的經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展水平推上一個(gè)新的臺(tái)階,青年志愿服務(wù)也獲得了良好的發(fā)展機(jī)會(huì)。但發(fā)展的同時(shí)也出現(xiàn)了一系列的問(wèn)題,這些問(wèn)題在一定程度上反映了烏審旗青年志愿者建設(shè)與發(fā)達(dá)城市或地區(qū)的差距,也成為影響烏審旗志愿服務(wù)健康發(fā)展的制約因素。論文從公共服務(wù)角度出發(fā),采用文獻(xiàn)查閱和調(diào)查問(wèn)卷兩種研究方法,在烏審旗各企事業(yè)單位及社會(huì)團(tuán)體中的青年志愿者中發(fā)放調(diào)查問(wèn)卷,經(jīng)過(guò)數(shù)據(jù)整理,結(jié)合對(duì)當(dāng)?shù)刂驹附M織的走訪,剖析烏審旗志愿組織存在的管理缺失、志愿者認(rèn)識(shí)不足、社會(huì)化不充分、保障機(jī)制不完善等方面的問(wèn)題及其原因,同時(shí),通過(guò)研究國(guó)外發(fā)達(dá)國(guó)家及我國(guó)發(fā)達(dá)地區(qū)和城市的優(yōu)秀做法和發(fā)展模式,在結(jié)合西方發(fā)達(dá)國(guó)家和我國(guó)發(fā)達(dá)城市發(fā)展經(jīng)驗(yàn)的基礎(chǔ)上,提出了完善立法、加大經(jīng)費(fèi)支持、納入社會(huì)保障等保障機(jī)制和轉(zhuǎn)變管理方式、提升參與觀念、加強(qiáng)隊(duì)伍建設(shè)等對(duì)策和建議,服務(wù)于烏審旗的公共服務(wù)事業(yè),倡導(dǎo)當(dāng)?shù)刂驹阜⻊?wù)事業(yè)有序平衡發(fā)展。
[Abstract]:Young volunteers are the main group of volunteer service in China at present. The birth of volunteer service in our country also has a very important relationship with the emergence of young volunteers. With the rapid development of socialist market economy, the social ideology is becoming more and more abundant. Compared with the past, government functions and social construction have achieved leap-forward development, and public services have also achieved innovative development. The level of economic construction and social development of the whole banner has been pushed to a new level, and the youth voluntary service has also been given a good opportunity for development. However, a series of problems have also emerged while developing. To a certain extent, these problems reflect the gap between the construction of young volunteers and the developed cities or regions, and also become the restrictive factors that affect the healthy development of the voluntary services in Wu-sheng Banner. By using the methods of literature review and questionnaire, the questionnaire was distributed among young volunteers in enterprises, institutions and social organizations in Wusheng Banner. After data collation, combined with the visit to local voluntary organizations, This paper analyzes the problems and causes of the lack of management, insufficient understanding of volunteers, inadequate socialization, imperfect security mechanism and so on in the voluntary organization of Ushen Banner, and at the same time, By studying the excellent practices and development models of developed countries and developed regions and cities in China, and combining the development experience of western developed countries and developed cities in China, this paper puts forward the improvement of legislation and the increase of financial support. We should bring into the social security system and change the management mode, promote the concept of participation, strengthen the team building and other countermeasures and suggestions, serve the public service cause of Ushen Banner, advocate the orderly and balanced development of the local voluntary service cause.
