【摘要】：消費(fèi)是經(jīng)濟(jì)增長的重要引擎,是我國發(fā)展的巨大潛力所在。新常態(tài)下,如何發(fā)揮財政的作用,推進(jìn)城鄉(xiāng)居民的消費(fèi)升級,促進(jìn)經(jīng)濟(jì)健康發(fā)展,是目前十分值得探究的問題。本文通過中國家庭追蹤調(diào)查數(shù)據(jù)庫(CFPS),利用固定效應(yīng)面板數(shù)據(jù)模型以及分樣本回歸方法,使用中國56個地市2010-2014年的微觀家庭面板數(shù)據(jù),分析了財政民生支出對居民消費(fèi)的區(qū)域效應(yīng)。實證結(jié)果表明,教育支出對居民消費(fèi)的效應(yīng)最為顯著,尤其是對西部農(nóng)村居民的消費(fèi)具有很高的促進(jìn)作用;醫(yī)療衛(wèi)生支出對居民消費(fèi)的效應(yīng)只在中東部地區(qū)有效,社會保障支出對無自有住房居民的消費(fèi)具有促進(jìn)作用。就促進(jìn)居民的消費(fèi)升級而言,西部的教育支出對居民的發(fā)展性消費(fèi)較為有效,中東部的醫(yī)療衛(wèi)生支出對居民的發(fā)展性消費(fèi)影響效果更大,而社會保障支出則對各地區(qū)居民的發(fā)展性消費(fèi)影響均不顯著。
[Abstract]:Consumption is an important engine of economic growth and a great potential for the development of our country. Under the new normal, how to give full play to the role of finance, to promote the consumption upgrade of urban and rural residents, and to promote the healthy development of the economy, It is a problem worth exploring at present. In this paper, the data of micro household panel of 56 prefectures in China from 2010 to 2014 are used by using CFPSG, fixed effect panel data model and sample regression method. The empirical results show that the education expenditure has the most significant effect on the residents' consumption, especially on the western rural residents' consumption. The effect of medical and health expenditure on residents' consumption is only effective in the central and eastern part of the country, and social security expenditure has a positive effect on the consumption of residents without their own housing. The education expenditure in the west is more effective to the development consumption of the residents, the medical and health expenditure in the central and eastern part has a greater effect on the development consumption of the residents, while the social security expenditure has no significant effect on the development consumption of the residents in each region.
