【摘要】：社會保險經(jīng)辦機(jī)構(gòu)是承載“病有所醫(yī)、老有所養(yǎng)”等具體工作的部門，是法律、法規(guī)授權(quán)的勞動保障行政部門所屬的專門辦理養(yǎng)老保險、醫(yī)療保險、失業(yè)保險、工傷保險、生育保險等社會保險事務(wù)的工作機(jī)構(gòu)。 社保經(jīng)辦機(jī)構(gòu)能力的建設(shè)，是我國政府體制改革的一部分，也是社會保障體系完善的重要內(nèi)容。社會保險經(jīng)辦機(jī)構(gòu)能力建設(shè)不是簡單的要編制、增加預(yù)算和技術(shù)改造，它必須與國家社會保障體系建設(shè)目標(biāo)和服務(wù)型政府建設(shè)原則保持一致，進(jìn)行組織創(chuàng)新和綜合性改革。為了早日實(shí)現(xiàn)覆蓋全民的社會保險和定型、穩(wěn)定、可持續(xù)的發(fā)展目標(biāo)，社會保險經(jīng)辦機(jī)構(gòu)就應(yīng)定位為服務(wù)型政府的執(zhí)行機(jī)構(gòu)，社保經(jīng)辦機(jī)構(gòu)能力建設(shè)就必須亟待完善和發(fā)展。通過剖析社保經(jīng)辦機(jī)構(gòu)現(xiàn)狀，提出如何對社保經(jīng)辦機(jī)構(gòu)進(jìn)行整合和優(yōu)化，將其管理職能和服務(wù)職能有機(jī)結(jié)合、有效控制，，以達(dá)到提高社保經(jīng)辦機(jī)構(gòu)能力的預(yù)期目標(biāo)。 全文除導(dǎo)言和結(jié)語外，共分為四個部分 論文的第一部分，從理論層面探討了社會保險經(jīng)辦機(jī)構(gòu)能力建設(shè)的概念、內(nèi)容及其重要意義和作用。 論文第二部分通過分析闡述我國社會保險經(jīng)辦機(jī)構(gòu)能力建設(shè)的現(xiàn)狀及部分地區(qū)的實(shí)踐情況、所取得的經(jīng)驗(yàn)，揭示并分析我國社會保險經(jīng)辦機(jī)構(gòu)能力建設(shè)存在的普遍問題及問題產(chǎn)生的原因。 論文第三部分是對濟(jì)南市社會保險經(jīng)辦機(jī)構(gòu)能力建設(shè)的實(shí)證研究。 論文第四部分結(jié)合《中華人民共和國社會保險法》的出臺，從經(jīng)辦機(jī)構(gòu)體系建設(shè)、經(jīng)辦服務(wù)建設(shè)、風(fēng)險內(nèi)控建設(shè)、信息平臺建設(shè)、發(fā)展規(guī)劃建設(shè)等五個方面提出對策建議，以實(shí)現(xiàn)有效提升經(jīng)辦機(jī)構(gòu)能力建設(shè)、達(dá)到預(yù)期合理目標(biāo)。
[Abstract]:Social insurance agencies are departments carrying specific work such as "medical care for illness, care for the elderly" and so on. They are specialized in handling old-age insurance, medical insurance, unemployment insurance, industrial injury insurance and so on, which belong to the administrative departments of labor security authorized by laws and regulations. A working institution for social security services such as maternity insurance. The building of the capacity of social security agencies is a part of the reform of the government system and an important part of the improvement of the social security system. Building the capacity of social insurance agencies is not a simple matter to compile, increase budgets and technical transformation. It must be consistent with the objectives of building a national social security system and the principle of service-oriented government building, and carry out organizational innovations and comprehensive reforms... in order to achieve the goals of social insurance and stereotyping, stability and sustainable development for all at an early date, The social insurance agency should be the executive organ of the service-oriented government, and the capacity-building of the social security agency must be improved and developed urgently. Through the analysis of the present situation of the social security agency, it is proposed how to integrate and optimize the social security agency. Combine its management function with service function organically, control effectively, in order to achieve the anticipated goal of improving the ability of social security agency. In addition to the introduction and conclusion, the full text is divided into four parts. In the first part of this paper, the concept, content, significance and function of capacity building of social insurance agencies are discussed theoretically. In the second part of the paper, through the analysis of the current situation of capacity building of social insurance agencies in China and the practical situation in some areas, the experience gained is discussed. This paper reveals and analyzes the common problems in the capacity building of social insurance agencies in China and the causes of the problems. The third part is an empirical study on the capacity building of social insurance agencies in Jinan. In the 4th part of the paper, combined with the introduction of the Social Insurance Law of the people's Republic of China, the author puts forward the countermeasures and suggestions from five aspects: the construction of the agency system, the construction of the agency service, the construction of internal risk control, the construction of the information platform, and the construction of the development plan. In order to effectively enhance the capacity of the agency building, achieve the desired reasonable objectives.
