【摘要】：資源型城市的轉(zhuǎn)型升級是世界城市化進程中的重要問題,民生權(quán)作為一項新興的社會權(quán)利,隨著資源型城市轉(zhuǎn)型而日漸凸顯。從歐美發(fā)達(dá)國家的資源型城市發(fā)展的歷史脈絡(luò)看,均采取法制化的路徑解決民生權(quán)保障問題。改革開放以來,我國資源型城市的發(fā)展面臨巨大挑戰(zhàn),社會保障存在歷史遺留和社會新增問題,應(yīng)運用法律手段,從憲法和社會保障法層面在制度上構(gòu)建民生權(quán)保障體系,加快經(jīng)濟復(fù)蘇步伐,實現(xiàn)我國資源型城市在經(jīng)濟新常態(tài)背景下的轉(zhuǎn)型升級。
[Abstract]:The transformation and upgrading of resource-based cities is an important issue in the process of urbanization in the world. People's livelihood rights as a new social rights.
