【摘要】：隨著大學生就業(yè)政策的變遷,“雙向選擇、自主擇業(yè)”的就業(yè)政策將大學生推進市場,2008年受金融危機的影響,大學生就業(yè)形勢嚴峻越發(fā)嚴峻,高校畢業(yè)生規(guī)模一直呈遞增的狀態(tài)。至2015年高校畢業(yè)生將達749萬,再創(chuàng)歷史新高。在當前就業(yè)壓力下,社會福利保障的市場失靈以及政府政策制度上的不到位,使得部分大學生不能夠及時就業(yè),從而享受不到就業(yè)福利。研究福利三角下的大學生就業(yè)的社會福利問題有利于合理分配社會資源,使大學生融入社會擺脫排斥狀態(tài)；有利于為大學生社會福利排斥問題提供制度保障；有利于促進社會和諧與穩(wěn)定,建設人才強國。以大學生就業(yè)福利的現(xiàn)狀為出發(fā)點,以社會排斥理論和福利三角理論為理論支撐,分析引出大學生在就業(yè)過程中所遭遇的福利排斥問題。本文主要采用文獻分析法、問卷調(diào)查法和訪談法的研究方法,通過問卷調(diào)查出的客觀數(shù)據(jù)和質(zhì)性訪談的結(jié)果進一步佐證大學生就業(yè)的社會福利排斥問題,研究結(jié)果發(fā)現(xiàn)部分大學生在就業(yè)過程中不同程度上會遭遇勞動力市場的福利排斥以及政府制度的福利排斥這一客觀事實即雙重排斥的風險,市場性社會福利排斥具體體現(xiàn)在失業(yè)、就業(yè)歧視、在職貧窮；制度上的社會福利排斥具體體現(xiàn)在戶籍制度與體制就業(yè)的排斥以及社會保障制度層面的部分缺失所造成的大學生被福利剛性所排斥針對上述問題,本文基于福利三角模型的視角,從政府、市場和家庭三個層面試圖構(gòu)建大學生社會福利支持路徑來解決大學生就業(yè)社會福利排斥問題,緩解就業(yè)壓力,促進社會穩(wěn)定與社會融合。
[Abstract]:With the change of college students' employment policy, the employment policy of "two-way choice, independent choice of employment" will promote the market for college students. In 2008, the employment situation of college students is more and more severe under the influence of the financial crisis. The scale of college graduates has been increasing. By 2015, the number of college graduates will reach 7.49 million, another record. Under the current pressure of employment. The market failure of social welfare security and the lack of government policies and systems make some college students unable to obtain employment in time. The research on the social welfare of college students' employment under the welfare triangle is conducive to the rational distribution of social resources and the integration of college students into the society to get rid of the state of exclusion; It is beneficial to provide institutional guarantee for the social welfare exclusion of college students; It is beneficial to promote social harmony and stability, to build a strong talent, to the employment welfare of college students as the starting point, with the social exclusion theory and welfare triangle theory as the theoretical support. This paper mainly uses the methods of literature analysis, questionnaire survey and interview to study the problem of welfare exclusion encountered by college students in the process of employment. Through the objective data and qualitative interviews, the social welfare exclusion of college students' employment is further confirmed. The results show that some college students will encounter the risk of double exclusion in the process of employment, which is the objective fact of labor market welfare exclusion and government system welfare exclusion. Market social welfare exclusion is embodied in unemployment, employment discrimination and working poverty; The exclusion of social welfare is embodied in the exclusion of the household registration system and the employment of the system, as well as the lack of part of the social security system, which results in college students being excluded from the above problems by the rigidity of welfare. Based on the perspective of the welfare triangle model, this paper attempts to construct the social welfare support path for college students from three levels: government, market and family to solve the problem of social welfare exclusion and ease the employment pressure. Promoting social stability and social integration.
