【摘要】：孤殘兒童是社會(huì)上最困難、最弱小的群體,孤殘兒童的福利和保障是兒童福利的基本內(nèi)容。孤殘兒童社會(huì)政策對(duì)保障孤殘兒童的權(quán)利,滿足孤殘兒童的需要和促進(jìn)孤殘兒童身心健康具有重要意義。梳理1949-1978年我國(guó)孤殘兒童社會(huì)政策的歷史變遷與現(xiàn)狀,并在此基礎(chǔ)上分析目前孤殘兒童救助方面存在的問(wèn)題,建構(gòu)制度化的孤殘兒童救助體系,是我國(guó)社會(huì)政策發(fā)展戰(zhàn)略的重要組成部分。梳理1949-1978年我國(guó)孤殘兒童社會(huì)政策不僅能夠使我們總結(jié)當(dāng)時(shí)孤殘兒童社會(huì)政策得失,也為現(xiàn)今的孤殘兒童福利體系構(gòu)建和孤殘兒童福利工作的開(kāi)展提供有益的歷史借鑒。文章以兒童權(quán)利理論和價(jià)值基礎(chǔ)理論為支撐,運(yùn)用文獻(xiàn)分析法和歷史研究法,梳理1949-1978年我國(guó)孤殘兒童社會(huì)政策的發(fā)展脈絡(luò),構(gòu)建了這一時(shí)期我國(guó)孤殘兒童的基本生存保障、教育保障、醫(yī)療保障等相關(guān)政策的內(nèi)容體系,并在此基礎(chǔ)上對(duì)該時(shí)期孤殘兒童社會(huì)政策進(jìn)行價(jià)值分析,探討其在公平與效率、自由與控制、個(gè)人與集體上的價(jià)值取向,為今天的孤殘兒童福利體系建設(shè)提供一定的參考和借鑒意義。在特定的經(jīng)濟(jì)發(fā)展水平、政策環(huán)境和利益追求影響下,1949-1978年我國(guó)孤殘兒童福利政策經(jīng)歷了孕育萌芽階段、初步發(fā)展階段、緩慢發(fā)展階段,每個(gè)不同的階段因社會(huì)背景、政策方針的差異,呈現(xiàn)不同特征。正是在逐步遞進(jìn)的發(fā)展過(guò)程中,初步形成包括基本生存保障、教育保障、醫(yī)療保障三個(gè)層面的政策內(nèi)容體系。1949-1978年我國(guó)孤殘兒童社會(huì)政策價(jià)值取向上更注重公平正義、強(qiáng)調(diào)社會(huì)控制、重視集體主義。
[Abstract]:Orphans and disabled children are the most difficult and weak group in society. The welfare and security of disabled children is the basic content of the welfare of children. The social policy of orphans and disabled children guarantees the rights of disabled children. It is of great significance to meet the needs of disabled children and to promote their physical and mental health. And on the basis of this analysis of the current problems in the rescue of children with disabilities, the establishment of an institutionalized rescue system for children with disabilities. It is an important part of the social policy development strategy of our country. Combing the social policy of our country from 1949 to 1978 can not only make us sum up the gain and loss of the social policy of the disabled children at that time. It also provides a useful historical reference for the construction of the welfare system and the development of welfare work for the disabled children. The article is supported by the theory of children's rights and the theory of value. By using the method of literature analysis and historical research, this paper combs the development of social policy for the disabled children in China from 1949 to 1978, and constructs the basic survival guarantee and education guarantee for the disabled children in China during this period. Based on the content system of medical security and other related policies, this paper analyzes the value of social policy for disabled and lonely children in this period, and discusses its value orientation in fairness and efficiency, freedom and control, individual and collective. In the specific level of economic development, the policy environment and the interests of the pursuit of the impact of a certain reference and reference for today's disabled children's welfare system. From 1949 to 1978, China's welfare policy for unaccompanied and disabled children went through the embryonic stage, the initial stage of development, the stage of slow development, each different stage because of the social background, policy and policy differences.
