建國以來學徒制政策內(nèi)容演變研究

【摘要】:當前,現(xiàn)代學徒制作為一種有效的職業(yè)教育形式,受到很多國家的認可與支持,發(fā)展現(xiàn)代學徒制度也成為國際職業(yè)教育的發(fā)展趨勢。面對我國高技術技能人才嚴重匱乏、傳統(tǒng)職業(yè)教育理論與實踐相脫離等問題,我國也提出要推動現(xiàn)代學徒制的完善,建立符合我國需求的現(xiàn)代學徒體系。學徒制的發(fā)展在我國有著一定的歷史積淀,自建國以來,我國相繼出臺了多部政策文件來推動學徒制的發(fā)展,但是隨著職業(yè)學校的普及,正規(guī)的全日制職業(yè)學校成為大多數(shù)尋求技能培訓的人的首選,學徒培訓逐漸走向邊緣化。建國初期我國就出臺了針對學徒制的相關政策文件,以國家層面出臺的學徒制相關政策文件為研究對象,系統(tǒng)、完整的搜集整理從建國以來由國務院、教育部、勞動部(現(xiàn)人力資源和社會保障部)等國家層面機關部門發(fā)布的政策文件,從政策文件的政治經(jīng)濟背景,和不同階段我國學徒制發(fā)展的特點出發(fā),將建國以來我國學徒制政策內(nèi)容的演變和發(fā)展經(jīng)劃分為以企事業(yè)單位學徒培訓為主的學徒制、以“半工半讀”形式為主的學徒制、逐步走向邊緣化的學徒制和對現(xiàn)代學徒制的探索和發(fā)展這四個階段。以對教育政策內(nèi)容分析標準為依據(jù),確立完整性、科學性和創(chuàng)新性這三個方面的學徒制政策內(nèi)容分析標準,并依據(jù)確立的分析標準從政策目的、政策對象和實施措施(學徒期間的課程設置、對學徒身份的規(guī)范方式、對帶徒師傅的規(guī)定、對學徒的考核、學徒期間的待遇水平)三個維度出發(fā)對我國學徒制政策內(nèi)容進行系統(tǒng)的分析。最后,在梳理、分析總結(jié)各階段我國學徒制政策內(nèi)容發(fā)展變演變特點以及存在的問題的基礎上,以史鑒今,提出完善我國現(xiàn)代學徒制相關政策內(nèi)容的建議:我國現(xiàn)代學徒制的相關政策內(nèi)容應該從不斷提高政策目的完整性,將全部參與者納入政策對象范圍內(nèi),提高政策措施完整性、科學性和創(chuàng)新性幾個方面入手,進行不斷的完善。不僅如此,還要推動出臺針對現(xiàn)代學徒制的法律法規(guī),依靠完善的法律條文來保障我國現(xiàn)代學徒制政策的有效實施,推動我國現(xiàn)代學徒制的發(fā)展。
[Abstract]:At present, the modern apprenticeship system is an effective form of occupation education, subject to recognition and support of many countries, has become the development trend of international modern apprenticeship occupation education. Facing the high skill talents in China's serious shortage, the problem of educational theory and practice from the traditional occupation, China also proposed to promote the improvement of modern apprenticeship, the establishment conforms to our country needs the modern apprenticeship apprenticeship system. The development in our country has a certain historical heritage, since the founding of new China, China has successively promulgated a number of policies to promote the development of apprenticeship, but with the popularity of the occupation school, regular full-time occupation skill training school to become the most sought the people preferred, apprenticeship training gradually marginalized. Since the founding of our country on the introduction of relevant policy documents for apprenticeship, with the introduction of the national level of the apprenticeship phase Relevant policy documents as the research object, from the system, since the founding of the State Council, the Ministry of education to collect complete, the labor department (now the Ministry of human resources and social security department) issued a national level policy document from the policy file of political and economic background, and the different stages of our apprenticeship development characteristics the evolution and development of the content of apprenticeship policy since the founding of China was divided into to enterprises and institutions based apprenticeship apprenticeship, to "work study" mainly in the form of apprenticeship, the four stage to the marginalization of apprenticeship and modern apprenticeship exploration and development to analyze. The standard of education policy as the basis, establish the integrity of the content, the apprenticeship system these three aspects of policy science and innovation of the analysis standard, and according to the analysis criteria established from the policy objective, policy object and implementation measures (Apprentice Set during the course of standard apprenticeship, with only the provisions of the master, the apprentice apprentice during the examination, the level of treatment) three dimensions of systematic analysis of apprenticeship policy in our country. Finally, in summing up the various stages of combing the policy content of our apprenticeship development the evolution characteristics and the existing problems, with Shi Jian today, put forward to perfect our modern apprenticeship policy proposals: related policy of China's modern apprenticeship should constantly improve the policy objective from integrity, all participants will be incorporated into the policy object range, improve the policies and measures of integrity, scientific and the innovative aspects of continuous improvement. Not only that, but also to promote the introduction of laws and regulations for the modern apprenticeship, rely on perfect legal provisions to safeguard our country modern apprentice system policy. Effective implementation to promote the development of our modern apprenticeship system.
