【摘要】：煙草現(xiàn)代化應(yīng)當充分利用現(xiàn)代技術(shù)、現(xiàn)代組織管理形式和經(jīng)營理念,體現(xiàn)現(xiàn)代水平的機械化、社會化、市場化、專業(yè)化及信息化,是一種土地產(chǎn)出和生產(chǎn)效率較高的煙草農(nóng)業(yè)形態(tài)。土地流轉(zhuǎn)是實現(xiàn)我國煙草現(xiàn)代化的基礎(chǔ)、可以降低我國煙葉生產(chǎn)的勞動力投入、可以擴大內(nèi)需的同時推動經(jīng)濟增長和結(jié)構(gòu)優(yōu)化、并且為資本下鄉(xiāng)進入煙草農(nóng)業(yè)生產(chǎn)提供平臺。經(jīng)筆者的調(diào)查走訪,可以看出湘西州煙草土地流轉(zhuǎn)存在著日趨頻繁、政府的引導作用較為明顯以及基礎(chǔ)設(shè)施投入非常大以及地形特征不適合機械化種植等重要特征。湘西州煙草農(nóng)業(yè)土地流轉(zhuǎn)中存在著一系列問題,主要包括農(nóng)民對于土地流轉(zhuǎn)仍普遍存在疑慮、政府對于煙草農(nóng)業(yè)土地流轉(zhuǎn)的公共服務(wù)比較滯后等。造成這種問題的原因,包括法律層面對煙草農(nóng)業(yè)用地產(chǎn)權(quán)的制度保障不夠明晰、我國社會保障不健全、城市化進程中農(nóng)業(yè)人口就業(yè)渠道不暢通等。湘西州現(xiàn)有的煙草農(nóng)業(yè)土地流轉(zhuǎn)主要包括兩種模式：種煙大戶轉(zhuǎn)包模式和農(nóng)村“土地銀行”模式。為了促進湘西煙草土地流轉(zhuǎn),建議完善農(nóng)業(yè)土地產(chǎn)權(quán)相關(guān)法律制度、推廣湘西州的煙草規(guī)模化種植、設(shè)置土地流轉(zhuǎn)的制度底線、建立健全土地流轉(zhuǎn)市場體系、完善湘西州土地經(jīng)營與流轉(zhuǎn)制度以及加大煙草種植的扶持力度等。
[Abstract]:Tobacco modernization should make full use of modern technology, modern organization and management form and management concept, and embody the modern level of mechanization, socialization, marketization, specialization and information. Land circulation is the basis of tobacco modernization in China and can reduce the labor input of tobacco production in China. Can expand domestic demand while promoting economic growth and structural optimization, and provide a platform for capital to go to the countryside to enter tobacco agricultural production. It can be seen that the tobacco land circulation in Xiangxi is becoming more and more frequent. The guiding role of the government is obvious, the infrastructure investment is very large, and the terrain characteristics are not suitable for mechanized planting and other important characteristics. There are a series of problems in the circulation of tobacco agricultural land in Xiangxi. Mainly including farmers for the land transfer is still widespread doubts, the government for tobacco agricultural land circulation of public services lag behind, and so on. The causes of this problem. Including the legal level of tobacco agricultural land ownership system protection is not clear, China's social security is not perfect. In the process of urbanization, the employment channels of the agricultural population are not smooth. The current circulation of tobacco agricultural land in Xiangxi state mainly includes two modes: the subcontracting mode of large farmers and the "land bank" in rural areas. In order to promote the circulation of tobacco land in western Hunan. It is suggested to improve the relevant legal system of agricultural land property rights, promote the large-scale cultivation of tobacco in Xiangxi, set up the system bottom line of land circulation, and establish and improve the market system of land circulation. Improve Xiangxi land management and circulation system and increase support for tobacco cultivation.
