【摘要】： 隨著我國城市化進(jìn)程的加速,在農(nóng)村內(nèi)部推力和城市外部拉力的雙重作用下,越來越多的流動人口聚集于城市,其主體就是從農(nóng)村釋放的剩余勞動力。他們?yōu)槌鞘械慕?jīng)濟(jì)、社會、文化發(fā)展做出了巨大的貢獻(xiàn),但是這一群體卻長期被排除在社會保障制度之外,產(chǎn)生了許多問題,如醫(yī)療保險、養(yǎng)老保險、工傷保險等等,引起了學(xué)者們的廣泛關(guān)注并已經(jīng)采取了諸多措施解決這些問題。同時,我們也不能忽視農(nóng)民工住房需求�，F(xiàn)今我國住房體系存在保障性住房和廉租房供應(yīng)短缺和房價一直處于高位的矛盾,城市低收入群體的住房解決路徑尚且不明晰,農(nóng)民工住房問題錯綜復(fù)雜,解決起來更是棘手。但是隨著我國新生代農(nóng)民工在進(jìn)城務(wù)工人員中所占比重的逐漸增大,相比起父輩,他們有著強(qiáng)烈的定居城市的欲望,因此如何解決這個問題,也逐漸成為學(xué)者們的熱點(diǎn)。 本文以解決農(nóng)民工住房問題為出發(fā)點(diǎn),第一章主要闡述了選題背景、研究目的和意義,梳理了國內(nèi)外研究現(xiàn)狀,并提出理論視角和研究方法;第二章通過對目前農(nóng)民工主要的幾種集中居住地——城中村、員工集體宿舍等,及農(nóng)民工目前住房存在的問題分析了農(nóng)民工現(xiàn)在住房的基本情況;第三章以山東省及濟(jì)南市外出務(wù)工人員為例,調(diào)查統(tǒng)計了我省農(nóng)民工的背景資料,包括農(nóng)村勞動力轉(zhuǎn)移地區(qū)、職業(yè)、文化程度、家庭、及收入等各方面構(gòu)成比例,及他們在城鎮(zhèn)居住的意愿。第四章,對國外解決低收入階層住房問題的相關(guān)政策及國內(nèi)各大城市農(nóng)民工住房建設(shè)的幾種模式長沙模式、重慶模式、湖州模式、蘇南模式、西塢模式等作了闡述。通過以上對國內(nèi)外社會住宅建設(shè)情況的介紹和比較,可以發(fā)現(xiàn)有增強(qiáng)政府的參與性、實(shí)行租金補(bǔ)貼政策、積極建設(shè)農(nóng)民工公寓等幾個經(jīng)驗(yàn)值得借鑒。第五章,首先論述了解決農(nóng)民工住房問題的重要性和可行性,然后依次從住房保障的三個方面廉租房制度、住房公積金制度、經(jīng)濟(jì)適用房制度如何將農(nóng)民工納入到住房社會保障制度及相關(guān)配套制度—戶籍制度改革進(jìn)行了研究,最后提出了“城中村”模式的改造、農(nóng)民工公寓模式的建設(shè)、農(nóng)民工宅基地和耕地?fù)Q取城鎮(zhèn)住房和社會保障的“雙替換”方案等制度創(chuàng)新,以期從與城鎮(zhèn)化建設(shè)和公共服務(wù)均等化等社會改革相適應(yīng)的高度尋找解決農(nóng)民工城鎮(zhèn)住房的辦法。
[Abstract]:With the acceleration of urbanization in China, more and more floating population gather in the city under the dual action of rural internal thrust and urban external pull. The main body is the surplus labor released from the countryside. They have made great contributions to the economic, social and cultural development of the city, but this group has been excluded from the social security system for a long time. Many problems have emerged, such as medical insurance, old-age insurance, industrial injury insurance, and so on, which have aroused the widespread concern of scholars and taken many measures to solve these problems. At the same time, many measures have been taken to solve these problems. We can not ignore the housing demand of migrant workers. At present, there is a contradiction between the shortage of affordable housing and low-rent housing and the high housing price in our country. Urban low-income groups of housing solutions are not clear, migrant workers housing problems are complex. But with the increasing proportion of the new generation of migrant workers in the migrant workers, compared with their parents, they have a strong desire to settle in the city. Therefore, how to solve this problem has gradually become the hot spot of scholars. The first chapter mainly expounds the background, purpose and significance of the research, combs the current research situation at home and abroad, and puts forward the theoretical perspective and research methods. The second chapter analyzes the basic situation of migrant workers' housing by analyzing the main concentrated residence of migrant workers at present-village in city, collective dormitory of employees, and the problems existing in the current housing of migrant workers. The third chapter takes migrant workers in Shandong and Jinan as an example to investigate and statistics the background data of migrant workers in our province, including rural labor transfer areas, occupation, education level, family. Proportion of income and income, and their willingness to live in cities and towns. Chapter 4th. To solve the housing problems of low-income class in foreign countries and the housing construction of migrant workers in major cities of several models Changsha model Chongqing model Huzhou model southern Jiangsu model. Through the above introduction and comparison of the social housing construction at home and abroad, we can find that we can strengthen the participation of the government and implement the policy of rent subsidy. Active construction of migrant workers apartments and other experiences worth learning from the 5th chapter, first of all discussed the importance and feasibility of solving the housing problems of migrant workers, and then from the three aspects of housing security low-rent housing system. Housing provident fund system, comfortable housing system how to bring migrant workers into the housing social security system and related supporting system-household registration system reform has been studied, and finally put forward the "village in the city" mode of transformation. The construction of migrant workers' apartment model, the "double replacement" scheme of urban housing and social security for rural migrant workers' homestead and cultivated land, and other institutional innovations. The aim is to find a solution to the urban housing of migrant workers from the perspective of social reform, such as urbanization construction and equalization of public services.
