【摘要】：農(nóng)業(yè)轉(zhuǎn)移人口市民化是中國城鎮(zhèn)化建設(shè)的關(guān)鍵內(nèi)容,有序推進農(nóng)業(yè)轉(zhuǎn)移人口市民化關(guān)乎到中國城鎮(zhèn)化建設(shè)的成功實現(xiàn),關(guān)系到2.6億農(nóng)業(yè)轉(zhuǎn)移人口的切身利益,對解決“三農(nóng)”問題更有進一步的促進作用。改革開放以來,中國經(jīng)濟迎來騰飛,工業(yè)化、城鎮(zhèn)化推進迅猛。在此大背景下,農(nóng)業(yè)轉(zhuǎn)移人口市民化問題日益凸顯出來。本文從農(nóng)業(yè)轉(zhuǎn)移人口自身、相關(guān)制度、政府政策及社會文化的角度入手,分析發(fā)現(xiàn)農(nóng)業(yè)轉(zhuǎn)移人口市民化進程中存在的問題。比如,農(nóng)業(yè)轉(zhuǎn)移人口工資低、工作環(huán)境惡劣、工作時間長、維權(quán)意識差,大多從事第二產(chǎn)業(yè)、第三產(chǎn)業(yè),處在城市的邊緣地帶;戶籍制度、社會保障制度、土地制度不完善,給城市居民和農(nóng)業(yè)轉(zhuǎn)移人口貼上了不同的標(biāo)簽;社會文化的差異,使得老市民與農(nóng)業(yè)轉(zhuǎn)移人口之間產(chǎn)生隔閡。本文從農(nóng)民受教育程度低、職業(yè)技能差、思想固化落后、政府財政支持缺失、社會保障不足、城鄉(xiāng)文化差異大等方面分析問題的成因;最后,本文就以上問題與成因給出相應(yīng)的建議對策。筆者認(rèn)為,農(nóng)業(yè)轉(zhuǎn)移人口應(yīng)增強自身綜合素質(zhì),參加職業(yè)技能培訓(xùn)等,政府應(yīng)加大戶籍制度、社會保障制度、土地制度的改革,并且增加對農(nóng)業(yè)轉(zhuǎn)移人口的財政補貼;社會倡導(dǎo)文明和諧的社會文化,提供公平合理的就業(yè)機會,使得原有城市居民和新進農(nóng)業(yè)轉(zhuǎn)移人口和諧相處,共建社會主義新城鎮(zhèn)社會,共享社會主義建設(shè)的成果。
[Abstract]:The urbanization of agricultural transfer population is the key content of China's urbanization construction, and the orderly promotion of the urbanization of agricultural transfer population is related to the successful realization of China's urbanization construction. Related to the vital interests of 260 million agricultural transfer population, to solve the "three rural" problem has a further promotion. Since the reform and opening up, China's economy ushered in rapid development, industrialization. Urbanization is advancing rapidly. In this context, the issue of urbanization of agricultural transfer population is increasingly prominent. This paper starts from the perspective of agricultural transfer population itself, relevant systems, government policies and social culture. For example, agricultural transfer population low wages, poor working environment, long working hours, poor awareness of rights, mostly engaged in the secondary industry, the third industry. At the edge of the city; The household registration system, the social security system and the land system are not perfect, which put different labels on the urban residents and the agricultural transfer population; The difference of social culture makes the gap between the old citizens and the agricultural transfer population. This article from the low level of education of farmers, poor vocational skills, ideological solidification backward, the lack of government financial support, inadequate social security. The causes of the problems are analyzed in terms of the cultural differences between urban and rural areas; Finally, this paper gives the corresponding suggestions on the above problems and causes. The author believes that the agricultural transfer population should enhance their comprehensive quality, participate in vocational skills training, and the government should strengthen the household registration system. The social security system, the reform of the land system, and the increase of financial subsidies to the agricultural transfer population; The society advocates the civilization harmonious social culture, provides the fair and reasonable employment opportunity, causes the original city resident and the new agricultural transfer population to get along harmoniously, constructs the socialism new town society together. To share the fruits of socialist construction.
