【摘要】：改革開放以來中國的經(jīng)濟發(fā)展和財富積累迅速加快和增長,相應地貧富差距日益嚴重,而該問題一個重要的方面是代際傳承問題。貧富差距代際傳承的實質(zhì)是貧富差距的階層固化,不利于市場經(jīng)濟的發(fā)展、社會的和諧穩(wěn)定,進而影響到民主政治的發(fā)展。政府亟需認識到這一問題的重要性,認識到自身的責任,來對這一問題加以解決。本文采用實證研究、對比分析、文獻分析等研究方法,首先對貧富差距代際傳承的現(xiàn)狀以基尼系數(shù)和代際收入彈性兩個指標為基準進行實證描述,并且從財富繼承、教育和就業(yè)三個影響因素進行分析。進而,具體闡述貧富差距代際傳承在經(jīng)濟、社會以及政治上存在的負面影響,以及政府在消除代際傳承問題上的責任及必要性,并且根據(jù)中國具體實際情況,對政府在解決貧富差距代際傳承問題責任中的不足,具體產(chǎn)生的負面影響進行了原因分析。進而通過對美國、日本和瑞典三個國家的貧富差距代際傳承的狀況及采取的政策措施進行分析,得出一些有利于中國的經(jīng)驗啟示。根據(jù)上述分析,論文結合中國的具體實際情況,提出政府應該努力的政策方向和路徑。在教育方面,完善教育政策,實現(xiàn)教育均等,擴大和改變教育財政支出政策,均衡教育資源,完善高等學校招生機制,不盲目采取擴招政策,注重提高教育質(zhì)量;在社會保障方面,建立健全社會保障體系,不斷完善社會保障方面的立法,逐步建立覆蓋全城鄉(xiāng)的社會保障制度;在稅收方面,改革個人所得稅制度,轉(zhuǎn)變稅制結構,開征遺產(chǎn)稅,從而解決好代際傳承這一問題,實現(xiàn)市場經(jīng)濟的發(fā)展,社會的公平與穩(wěn)定以及促進民主政治的發(fā)展。
[Abstract]:Since the reform and opening up, China's economic development and wealth accumulation have accelerated and increased rapidly, the corresponding gap between rich and poor has become increasingly serious. The essence of the inheritance of the gap between the rich and the poor is the solidification of the stratum of the gap between the rich and the poor, which is not conducive to the development of the market economy and the harmony and stability of the society. And then affect the development of democratic politics. The government urgently needs to realize the importance of this problem and its own responsibility to solve this problem. This paper uses empirical research, comparative analysis. Literature analysis and other research methods, first of all, the status quo of the gap between rich and poor is described empirically based on Gini coefficient and intergenerational income elasticity, and inherited from wealth. Education and employment analysis of three factors. Further, the gap between the rich and poor in the economic, social and political negative impact. And the government in the elimination of the issue of intergenerational inheritance responsibility and necessity, and according to the actual situation in China, the government in the resolution of the gap between the gap between the generation of the responsibility of the lack of responsibility. The specific negative impact of the analysis of the reasons. Then through the United States, Japan and Sweden of the three countries the status of transmission of the gap between the rich and poor and the adoption of policy measures to analyze. According to the above analysis, combining with the actual situation of China, the paper puts forward the policy direction and path that the government should make efforts to improve the education policy. To realize the equality of education, to expand and change the educational expenditure policy, to balance the educational resources, to perfect the enrollment mechanism of colleges and universities, not to blindly adopt the policy of enrollment expansion, and to pay attention to improving the quality of education; In terms of social security, we should establish and improve the social security system, constantly improve the legislation on social security, and gradually establish a social security system covering all urban and rural areas; In the aspect of taxation, we should reform the system of individual income tax, change the structure of tax system and levy inheritance tax, so as to solve the problem of inheritance between generations and realize the development of market economy. Social equity and stability and promote the development of democratic politics.
