湖北省人口和計(jì)劃生育工作中的政府信息公開研究

【摘要】：自2008年5月1日我國《政府信息公開條例》正式實(shí)施以來,通過兩年多的貫徹落實(shí),我國的人口和計(jì)劃生育政府信息公開工作正在逐步向規(guī)范化、法治化的軌道邁進(jìn)。各級(jí)人口計(jì)生部門高度重視信息公開,采取了一系列措施推進(jìn)信息公開工作,如打造“陽光計(jì)生”、建立全員人口信息化系統(tǒng)、深入推進(jìn)依法行政工作、建立人口計(jì)生網(wǎng)站等�？傮w上看,我國人口計(jì)生政府信息公開工作取得了良好效果,但仍存在諸多問題。加強(qiáng)人口計(jì)生政府信息公開工作的研究,提高人口計(jì)生政府信息公開工作水平是一個(gè)需要深入探討的理論和實(shí)踐問題。 本文運(yùn)用社會(huì)學(xué)、行政學(xué)、人口學(xué)、統(tǒng)計(jì)學(xué)的基本理論,深入闡述了政府信息公開工作的理論和實(shí)踐意義,全面總結(jié)了人口和計(jì)劃生育政府信息公開工作的成績(jī)和經(jīng)驗(yàn),分析指出了人口計(jì)生政府信息公開工作中存在的問題,最后提出了加強(qiáng)人口計(jì)生政府信息公開工作的對(duì)策和建議。 本文共分為四個(gè)部分： “緒論”為本文第一部分。簡(jiǎn)要闡釋了本文的研究意義,對(duì)國內(nèi)外的相關(guān)研究進(jìn)行了梳理,闡明了本文的研究思路和主要內(nèi)容。 第二部分是關(guān)于政府信息公開的理論依據(jù)和實(shí)踐意義的闡述。本部分分為兩個(gè)小節(jié),第一小節(jié)闡述了政府信息公開的理論依據(jù),主要體現(xiàn)在三個(gè)方面,包括政府信息公開是由我國政體決定的,政府信息公開是建設(shè)服務(wù)型政府的必然要求,實(shí)行政府信息公開是保障公民知情權(quán)的內(nèi)在要求。第二小節(jié)闡述了政府信息公開的實(shí)踐意義,主要包括政府信息公開有利于提高政府的公信力,政府信息公開有利于提高政府依法行政的水平,實(shí)行政府信息公開有利于促進(jìn)反腐倡廉工作,實(shí)行政府信息公開可以促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展等內(nèi)容。 第三部分析了湖北省人口計(jì)生工作中政府信息公開的現(xiàn)狀。本部分分為三個(gè)小節(jié),第一小節(jié)對(duì)人口計(jì)生作了簡(jiǎn)要概述并分析了其特有的規(guī)律。第二小節(jié)總結(jié)了湖北省人口計(jì)生政府信息公開取得的進(jìn)展和成績(jī)。第三小節(jié)指出了人口計(jì)生政府信息公開工作中存在的問題,包括現(xiàn)有人口計(jì)生政府信息公開方式的不足,使農(nóng)村地區(qū)成為政府信息公開的薄弱點(diǎn)；政府信息公開的內(nèi)容不全面,電子政務(wù)的作用沒有得到充分發(fā)揮；人口計(jì)生工作者對(duì)政府信息公開工作的認(rèn)識(shí)不到位；群眾計(jì)生權(quán)利意識(shí)淡薄,導(dǎo)致了人口計(jì)生工作政府信息公開工作缺乏“推力”和“后勁”；人口計(jì)生政府信息公開不到位,導(dǎo)致部分地方未能有效落實(shí)各種計(jì)劃生育獎(jiǎng)勵(lì)優(yōu)惠政策。 第四部分提出了完善人口計(jì)生工作政府信息公開的對(duì)策建議。其措施包括：豐富人口計(jì)生工作政府信息公開的方式和手段；利用“六五普法”的時(shí)機(jī),提高公民的權(quán)利意識(shí)；建立健全人口計(jì)生政府信息公開工作考核機(jī)制；進(jìn)一步推進(jìn)“陽光計(jì)生”行動(dòng)；完善全員人口信息化系統(tǒng)。
[Abstract]:Since the official implementation of the regulations on the publicity of Government Information on May 1, 2008, through more than two years of implementation, the government information disclosure of population and family planning in China is gradually moving towards the track of standardization and rule of law. All levels of population and family planning departments attach great importance to information disclosure, and have taken a series of measures to promote information disclosure, such as creating "sunshine family planning", establishing the whole population information system, promoting the administration according to law, and establishing the population family planning website and so on. Generally speaking, the public information work of the population and family planning government has achieved good results, but there are still many problems. It is a theoretical and practical problem to strengthen the research of information disclosure of population and family planning government and improve the level of information disclosure of population and family planning government. Based on the basic theories of sociology, administration, demography and statistics, this paper expounds the theoretical and practical significance of government information disclosure, and summarizes the achievements and experiences of the government information disclosure of population and family planning in an all-round way. This paper analyzes and points out the problems existing in the information disclosure of the population and family planning government, and finally puts forward some countermeasures and suggestions for strengthening the information disclosure of the population and family planning government. This paper is divided into four parts: introduction is the first part of this paper. This paper briefly explains the significance of this study, combs the relevant research at home and abroad, and clarifies the research ideas and main contents of this paper. The second part is about the theoretical basis and practical significance of government information disclosure. This part is divided into two sections, the first section expounds the theoretical basis of government information disclosure, mainly reflected in three aspects, including government information disclosure is determined by our country's political system, government information disclosure is the inevitable requirement of building a service-oriented government. The implementation of government information disclosure is the inherent requirement to protect citizens' right to know. The second section expounds the practical significance of government information disclosure, including that government information disclosure is conducive to improving the credibility of the government, and government information disclosure is conducive to improving the level of government administration according to law. The implementation of government information disclosure is conducive to promote anti-corruption work, the implementation of government information disclosure can promote economic and social development and so on. The third part analyzes the current situation of government information disclosure in population and family planning in Hubei Province. This part is divided into three sections, the first section makes a brief overview of the population and family planning and analyzes its unique rules. The second section summarizes the progress and achievements of Hubei province population and family planning government information disclosure. The third section points out the problems existing in the information disclosure of the government of population and family planning, including the shortcomings of the existing ways of information disclosure of the government of population and family planning, which makes the rural areas become the weak points of the disclosure of government information. The content of government information disclosure is not comprehensive, the role of e-government has not been brought into full play, and the understanding of government information disclosure work by population and family planning workers is not in place. People's awareness of family planning rights is weak, which leads to the lack of "thrust" and "stamina" in the publicity of government information in the work of population planning and family planning. Population and family planning government information is not in place, leading to the lack of effective implementation of various family planning incentives preferential policies. The fourth part puts forward the countermeasures and suggestions to improve the disclosure of government information on population and family planning. The measures include: enriching the way and means of publicizing the government information of the population family planning work; making use of the opportunity of popularizing the Law of the sixth five-year Plan to improve the citizens' awareness of the rights of the citizens; establishing and perfecting the examination mechanism of the public information of the population and family planning government; Further promote the "sunshine family planning" action; improve the entire population information system.
