【摘要】： 本課題運用動態(tài)分析與靜態(tài)分析、定量分析與定性分析、實證分析與規(guī)范分析相結(jié)合的方法和系統(tǒng)科學(xué)方法,在充分論證人口發(fā)展方式由外延式向內(nèi)涵式根本轉(zhuǎn)變與“兩型社會”建設(shè)的內(nèi)在聯(lián)系的基礎(chǔ)上,分析了湖南人口發(fā)展現(xiàn)狀,闡述了改革開放以來湖南人口發(fā)展方式由外延式向內(nèi)涵式轉(zhuǎn)變的主要歷程,最后提出湖南由外延式人口發(fā)展方式向內(nèi)涵式人口發(fā)展方式根本轉(zhuǎn)變的對策建議。它包括三部分： 1.人口發(fā)展方式轉(zhuǎn)變與“兩型社會”建設(shè)。其一,提出“兩種人口發(fā)展方式論”。闡述外延式人口發(fā)展方式和內(nèi)涵式人口發(fā)展方式的理論淵源及其基本內(nèi)涵。其二,在概述“兩型社會”理論的產(chǎn)生的基礎(chǔ)上,提出“兩個層面論”。即“兩型社會”包括物質(zhì)資源節(jié)約型、自然環(huán)境友好型社會和人口資源節(jié)約型、社會環(huán)境友好型社會兩個層面。其三,從邏輯層面、發(fā)展理念、社會歸屬、文明維度等方面論證內(nèi)涵式人口發(fā)展方式與“兩型社會”建設(shè)的內(nèi)在統(tǒng)一性。其四,從發(fā)展深度、發(fā)展廣度、發(fā)展質(zhì)量等方面闡明“兩型社會”建設(shè)需要人口發(fā)展方式由外延式向內(nèi)涵式的根本轉(zhuǎn)變。 2.改革開放以來湖南人口發(fā)展方式的轉(zhuǎn)變。首先,對改革開放以來湖南人口發(fā)展方式的轉(zhuǎn)變進行了簡要回顧,并將它劃分為外延式人口發(fā)展方式為主的階段、人口發(fā)展方式由外延式向內(nèi)涵式轉(zhuǎn)變的探索階段和人口發(fā)展方式由外延式向內(nèi)涵式初步轉(zhuǎn)變的階段。其次,從人口發(fā)展現(xiàn)狀分析湖南人口發(fā)展方式根本轉(zhuǎn)變的現(xiàn)實基礎(chǔ)。最后,從人口發(fā)展的初步性分析湖南人口發(fā)展方式根本轉(zhuǎn)變現(xiàn)實動力。 3.湖南人口發(fā)展方式根本轉(zhuǎn)變的對策建議。其一,從構(gòu)建人口數(shù)量適度型社會、人口素質(zhì)全面型社會、人口結(jié)構(gòu)合理型社會三方面,闡述湖南人口均衡型社會的構(gòu)建。其二,轉(zhuǎn)變經(jīng)濟發(fā)展方式,促進物質(zhì)資源節(jié)約型、自然環(huán)境友好型社會建設(shè)。包括轉(zhuǎn)變經(jīng)濟發(fā)展模式,推動經(jīng)濟結(jié)構(gòu)升級；發(fā)展循環(huán)經(jīng)濟,提高對資源的循環(huán)利用；加大對物質(zhì)資源和自然環(huán)境的保護力度。其三,創(chuàng)新人口管理方式,促進人口資源節(jié)約型、社會環(huán)境友好型社會建設(shè)。包括對宏觀人口管理方式、微觀人口管理方式、人口管理機制和人口管理組織體系的創(chuàng)新。
[Abstract]:This thesis uses the methods of dynamic and static analysis, quantitative analysis and qualitative analysis, empirical analysis and normative analysis, and system science method. On the basis of fully demonstrating the internal relationship between the fundamental transformation of population development mode from extension to connotation and the construction of "two-type society", this paper analyzes the present situation of population development in Hunan. This paper expounds the main process of the transformation of Hunan's population development mode from extension to connotation since the reform and opening up, and finally puts forward the countermeasures and suggestions for the fundamental transformation of Hunan's population development from the epitaxial population development to the implicit population development. It consists of three parts: 1. Transformation of population Development Mode and Construction of "two-type Society". First, put forward "two kinds of population development mode theory". This paper expounds the theoretical origin and basic connotation of the epitaxial population development mode and the implied population development mode. Secondly, on the basis of summarizing the emergence of the theory of "two-type society", this paper puts forward the theory of "two levels". That is, "two-type society" includes material resource saving type, natural environment friendly society and population resource saving type, social environment-friendly society. Third, from the logical level, the development concept, the social ownership, the civilization dimension and so on, demonstrates the connotation type population development way and the "two type society" construction intrinsic unity. Fourth, from the development depth, the development breadth, the development quality and so on, clarifies the "two type society" construction needs the population development way from the extension type to the connotation type fundamental transformation. 2. Since the reform and opening up, Hunan's population development mode has changed. First of all, the transformation of Hunan population development mode since the reform and opening up has been briefly reviewed, and it is divided into the stage of epitaxial population development mode. The exploration stage of the transition of population development mode from extension to connotation and the stage of population development from extension to connotation. Secondly, it analyzes the realistic basis of the fundamental change of Hunan's population development mode from the current situation of population development. Finally, from the preliminary analysis of the population development of Hunan Province, the mode of population development fundamentally changes the real power. 3. The countermeasures and suggestions for the fundamental change of Hunan population development mode. First, the paper expounds the construction of Hunan population equilibrium society from three aspects: the construction of population quantity moderate society, the population quality comprehensive society and the population structure reasonable type society. Second, change the mode of economic development, promote material resources conservation, natural-friendly society construction. It includes changing the mode of economic development, promoting the upgrading of economic structure, developing circular economy, improving the recycling utilization of resources, and strengthening the protection of material resources and natural environment. Third, innovation of population management to promote population resources conservation, social environment-friendly social construction. It includes the innovation of macro population management mode, micro population management mode, population management mechanism and population management organization system.
