【摘要】：黨的十八屆五中全會決定完善人口發(fā)展戰(zhàn)略,實(shí)施“全面兩孩”政策。這是繼國家衛(wèi)生部和人口計(jì)生委合并、“單獨(dú)二孩”政策之后,人口生育政策的又一重大調(diào)整。在生育觀念發(fā)生根本轉(zhuǎn)變、生育率長期走低、出生性別比失衡、老齡化加速、人口廣泛流動遷移、獨(dú)生子女家庭風(fēng)險(xiǎn)凸顯等人口新形勢下,加強(qiáng)人口計(jì)生服務(wù)體系建設(shè),不斷拓展服務(wù)人群和服務(wù)領(lǐng)域、轉(zhuǎn)變服務(wù)方式、提高服務(wù)質(zhì)量,滿足多層次、多樣化的計(jì)劃生育、避孕節(jié)育、優(yōu)生優(yōu)育、生殖健康、素質(zhì)提升、家庭發(fā)展等需求,滿足“優(yōu)先投資于人的全面發(fā)展”的要求任重道遠(yuǎn)。當(dāng)前計(jì)劃生育管理邁出了公共服務(wù)的一小步,但離人民群眾的期盼與需求還有很大的距離,如何在人口計(jì)生公共服務(wù)上邁大步,推動人口均衡可持續(xù)發(fā)展以豐富新時期人口計(jì)生新內(nèi)涵需上下求索。本文通過對象山縣計(jì)劃生育公共服務(wù)主客體及服務(wù)項(xiàng)目內(nèi)容進(jìn)行梳理分析,指出當(dāng)前人口計(jì)生公共服務(wù)存在服務(wù)隊(duì)伍不穩(wěn)定且未樹立服務(wù)理念,缺乏專業(yè)技術(shù)人員和設(shè)施保障,宣傳教育服務(wù)未落實(shí)到位,利益導(dǎo)向政策作用發(fā)揮有限,流動遷移人口計(jì)生公共服務(wù)存在短板等問題。進(jìn)而分析這些問題存在的原因在于計(jì)劃生育地位下降,資源投入不足,管理導(dǎo)向型目標(biāo)責(zé)任制考評體系不科學(xué),人員流動遷移頻繁等方面。最后提出強(qiáng)化服務(wù)保障,樹立人本服務(wù)理念;增加資源投入,做好服務(wù)保障;改變傳統(tǒng)做法,提升人口宣教實(shí)效;探索福利政策,健全利益導(dǎo)向機(jī)制;流動人口市民化待遇,促進(jìn)人口計(jì)生公共服務(wù)均等化等優(yōu)化計(jì)劃生育公共服務(wù)的對策建議,以期對我國基層計(jì)劃生育公共服務(wù)的進(jìn)一步優(yōu)化完善提供借鑒。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee decided to improve the population development strategy and implement the "two-child" policy. This is another major adjustment of the population fertility policy following the merger of the Ministry of Health and the population and Family Planning Commission. In the new demographic situation, such as the fundamental change in fertility concept, the long-term decline in fertility rate, the imbalance of the birth sex ratio, the accelerated aging of the population, the widespread migration of the population, and the prominent risks for the one-child family, we should strengthen the construction of the population and family planning service system. Continue to expand the service population and service areas, change service methods, improve service quality, and meet the needs of multi-level and diversified family planning, contraception and birth control, eugenics, reproductive health, quality improvement, family development, etc. It is a long way to meet the requirement of giving priority to investing in the overall development of people. At present, family planning management has taken a small step in public service, but there is still a long way to go from the expectations and needs of the people. How to take a big step forward in the public service of population, family planning and family planning? To promote the balanced and sustainable development of population in order to enrich the new connotation of population and family planning, we need to look up and down. Based on the analysis of the subject and object of family planning public service and the contents of service items in Xiangshan County, this paper points out that the current public service of population and family planning has unstable service team and has not set up service concept, and lacks professional and technical personnel and facilities. The public service of propaganda and education has not been put into effect, the role of interest oriented policy is limited, and the public service of floating population and family planning is short board and so on. The reasons for these problems lie in the decline of family planning status, the shortage of resource investment, the unscientific evaluation system of management-oriented target responsibility system, the frequent mobility of personnel and so on. Finally, it proposes to strengthen service security, establish people-oriented service concept; increase resource input, do a good job of service security; change traditional practices, improve the effectiveness of population education; explore welfare policies, improve the interest oriented mechanism; floating population citizenship treatment, To promote the equalization of public services of population and family planning and other countermeasures and suggestions to optimize the public services of family planning in order to provide reference for the further optimization and improvement of the public services of family planning at the grass-roots level in China.
