【摘要】：隨著社會(huì)經(jīng)濟(jì)的發(fā)展,老齡化對(duì)全球來(lái)說(shuō)都不陌生,都正經(jīng)歷或應(yīng)對(duì)這-難題,人口老齡化是人類社會(huì)進(jìn)步的標(biāo)志和結(jié)果。隨著人的壽命不斷延長(zhǎng)及持續(xù)的低生育率,江西省老年人口的數(shù)量和老年人口比重進(jìn)入全新的增長(zhǎng)階段。這種人口年齡老化的客觀現(xiàn)實(shí)的到來(lái),不僅在很大程度上影響著代際間的和諧、經(jīng)濟(jì)與社會(huì)發(fā)展間的和諧、老年人與其他群體間利益的和諧,同時(shí)使我們目前的養(yǎng)老保障工作面臨前所未有的困擾,政府還不能為老年人提供全方位的養(yǎng)老保障,社會(huì)養(yǎng)老保險(xiǎn)、生活照料、醫(yī)療保障等方面的問(wèn)題正日益暴露出來(lái)。 作為中部欠發(fā)達(dá)省份之一的江西省,目前正處在加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,推進(jìn)鄱陽(yáng)湖生態(tài)經(jīng)濟(jì)區(qū)建設(shè),實(shí)現(xiàn)科學(xué)發(fā)展、進(jìn)位趕超、綠色崛起的關(guān)鍵時(shí)期,正確認(rèn)識(shí)并順應(yīng)人口老齡化問(wèn)題對(duì)于我省經(jīng)濟(jì)社會(huì)和諧發(fā)展有著非常重要的意義。應(yīng)對(duì)人口老齡化的挑戰(zhàn),積極做好老年人的養(yǎng)老工作,使人口老齡化與社會(huì)經(jīng)濟(jì)和諧發(fā)展,讓養(yǎng)老工作制度化、法制化,讓廣大老年人真正能夠?qū)崿F(xiàn)“老有所養(yǎng)、老有所醫(yī)、老有所樂(lè)、老有所學(xué)、老有所為”的目標(biāo),是江西省各級(jí)政府及各級(jí)年齡層應(yīng)該關(guān)注并重視的問(wèn)題。 面對(duì)江西省人口老齡化的現(xiàn)實(shí)和“老有所養(yǎng)”的問(wèn)題,文章首先回顧了江西省人口老齡化的現(xiàn)狀及主要特征,對(duì)江西省農(nóng)村和城鎮(zhèn)的養(yǎng)老保障實(shí)踐分別進(jìn)行了分析和總結(jié),并提出了老齡化背景下江西省養(yǎng)老事業(yè)發(fā)展應(yīng)堅(jiān)持的指導(dǎo)思想、基本原則和總體目標(biāo),最后對(duì)今后江西省養(yǎng)老事業(yè)給出了政策建議。
[Abstract]:With the development of social economy, aging is not unfamiliar to the whole world, and it is going through or dealing with this problem. Population aging is the symbol and result of the progress of human society. With the continuous prolongation of life expectancy and the continuous low fertility rate, the number and proportion of the elderly population in Jiangxi Province have entered a new stage of growth. The arrival of this objective reality of the ageing of the population not only affects to a large extent the harmony between generations, between economic and social development, and between the interests of the elderly and other groups, At the same time, our current old-age security work is facing unprecedented difficulties, the government can not provide comprehensive old-age security for the elderly, social old-age insurance, life care, medical security and other aspects of the problems are increasingly exposed. Jiangxi Province, as one of the underdeveloped provinces in the central region, is now in the crucial period of speeding up the transformation of its economic development mode, promoting the construction of the Poyang Lake ecological economic zone, realizing scientific development, carrying over and rising green. It is very important to understand and conform to the problem of aging population for the harmonious development of economy and society in our province. To deal with the challenge of the aging of the population, to actively do a good job in providing for the aged, to make the aging of the population and the harmonious development of the social economy, to institutionalize and legalize the work of providing for the aged, so that the vast number of elderly people can truly achieve "a sense of security and a medical care for the elderly," The goal of being happy, learning and doing is a problem that should be paid attention to by all levels of government and age groups in Jiangxi Province. In the face of the reality of the aging population in Jiangxi Province and the problem of "security for the elderly", the article first reviews the present situation and main characteristics of the aging population in Jiangxi Province, and analyzes and summarizes the practice of old-age security in rural and urban areas of Jiangxi Province, respectively. The guiding ideology, basic principle and overall goal of the development of the old-age service in Jiangxi Province under the background of aging are put forward. Finally, some policy suggestions are given for the future development of the old-age service in Jiangxi Province.
