【摘要】：中國當代民眾的生育行為受到直接性和間接性兩種制度的影響。生育控制政策是作用于生育行為的主要直接性制度。不過,該制度經(jīng)歷了無控制、理解節(jié)育、倡導計劃生育、鼓勵計劃生育、實施計劃生育、推行獨生子女政策、實施全面兩孩政策這樣一個演變過程。間接制度既有中小學教育普及、就業(yè)社會化程度提高和福利制度建立對生育行為所產(chǎn)生的抑制作用,也有農(nóng)村集體經(jīng)濟時代一些地方在口糧分配和宅基地提供上向多子女家庭的傾斜做法所起的鼓勵作用。從家庭和國家角度看,民眾生育行為受到外在和內(nèi)在兩種制度的作用,由此,"家""國"之間既有一致之處,也有矛盾和沖突之處,這需要相互調(diào)適,尋求最佳結(jié)合點。
[Abstract]:The fertility behavior of contemporary Chinese people is influenced by both direct and indirect systems. Fertility control policy is the main direct system that acts on fertility behavior. However, the system has undergone an evolutionary process of uncontrolled, understanding of birth control, advocating family planning, encouraging family planning, implementing the one-child policy, and implementing a comprehensive two-child policy. The indirect system has the effects of popularizing primary and secondary education, increasing the degree of socialization of employment and the establishment of welfare system. There is also the incentive in some parts of the rural collective economy to skew the distribution of rations and homestead provision to families with many children. From the point of view of family and country, people's reproductive behavior is influenced by the external and internal systems. Therefore, there are some similarities, contradictions and conflicts between "home" and "country", which need to be adjusted to seek the best combination point.
