【摘要】：正隨著國(guó)家和地方計(jì)生政策法律法規(guī)的不斷完善,計(jì)劃生育宣傳教育和行政執(zhí)法工作也得到進(jìn)一步加強(qiáng)和提高。為了搞好計(jì)劃生育工作,各級(jí)政府和組織都下了大力氣,但在執(zhí)行過程中仍然存在著一些問題,由于這些問題的存在,不僅給基層計(jì)劃生育工作帶來了一定難度,使收效與投入難成正比,也導(dǎo)致計(jì)劃外懷孕、生育現(xiàn)象屢見不鮮。筆者就多年來在基層從事計(jì)生工作的所見所聞?wù)務(wù)剛�(gè)人的淺見。一、計(jì)劃外懷孕、生育現(xiàn)象產(chǎn)生的幾個(gè)突出原因
[Abstract]:With the continuous improvement of national and local family planning policies and regulations, family planning publicity, education and administrative law enforcement work has been further strengthened and improved. In order to do a good job in family planning work, governments and organizations at all levels have made great efforts, but there are still some problems in the implementation process. As a result of these problems, it has not only brought certain difficulties to the family planning work at the grass-roots level, So that the results and investment is difficult to directly proportional, but also lead to unplanned pregnancy, fertility phenomenon is common.
