【摘要】：轉(zhuǎn)型期各超大城市流動人口治理艱難復(fù)雜,尤以北京為典型。本文通過對其流動人口疏解效果進(jìn)行問卷調(diào)查,發(fā)現(xiàn)不同類型及層次流動人口的留京意愿均處于高位。在將流動人口治理與"胡煥庸線"約束下城市化路徑選擇相關(guān)聯(lián)的前提下,提出把握外來人口"向心式"流動形態(tài),確立"融解"與"疏解"并舉基本思路,扭轉(zhuǎn)城市發(fā)展空間格局,研判和預(yù)防疏解政策非預(yù)期后果,探索社區(qū)包容性治理新方式等政策建議。
[Abstract]:During the transition period, the management of floating population is difficult and complex, especially in Beijing. Through the questionnaire survey of the effect of the floating population, it is found that the willingness to stay in Beijing is high in different types and levels of floating population. On the premise of associating the governance of floating population with the choice of urbanization path under the constraint of "Hu Huanyong line", this paper puts forward to grasp the "centripetal" floating pattern of foreign population and establish the basic thinking of "fusion" and "dredging". To reverse the spatial pattern of urban development, to study and prevent the unintended consequences of the policy, and to explore new ways of community inclusive governance and other policy recommendations.
