【摘要】： 21世紀(jì)全球經(jīng)濟(jì)發(fā)展的主題是可持續(xù)發(fā)展,因此當(dāng)前各國(guó)面臨的主要問(wèn)題,就是如何處理好人口、經(jīng)濟(jì)和資源環(huán)境發(fā)展之間的協(xié)調(diào)關(guān)系。云南省地處于中國(guó)版圖的西南邊疆,是一個(gè)自然資源大省。一直以來(lái),云南省人-地關(guān)系矛盾以及發(fā)展與環(huán)境保護(hù)之間的矛盾特別突出,原因在于自然因素和人為因素的交互影響。人口數(shù)量增加以及社會(huì)經(jīng)濟(jì)快速發(fā)展,使自然資源環(huán)境面臨的壓力也越來(lái)越大。那么,如何對(duì)云南省人口、資源環(huán)境與經(jīng)濟(jì)的協(xié)調(diào)發(fā)展?fàn)顩r進(jìn)行評(píng)價(jià),如何更好地促進(jìn)云南人口、資源環(huán)境與經(jīng)濟(jì)的協(xié)調(diào)發(fā)展是云南實(shí)現(xiàn)全面可持續(xù)發(fā)展的關(guān)鍵。 本文首先通過(guò)對(duì)相關(guān)概念的界定以及對(duì)國(guó)內(nèi)外的研究進(jìn)展進(jìn)行闡述的基礎(chǔ)上,對(duì)云南省人口、資源環(huán)境與經(jīng)濟(jì)的發(fā)展現(xiàn)狀及相互作用機(jī)制進(jìn)行了分析。其次,依據(jù)云南人口、資源環(huán)境與經(jīng)濟(jì)發(fā)展的鮮明特色,并遵循科學(xué)性、可操作性、區(qū)域性以及綜合性和全面性原則,建立了云南省人口、資源環(huán)境與經(jīng)濟(jì)協(xié)調(diào)度評(píng)價(jià)指標(biāo)體系,通過(guò)對(duì)王維國(guó)(1995)協(xié)調(diào)度測(cè)算模型改進(jìn)的基礎(chǔ)上,發(fā)展了一個(gè)多系統(tǒng)協(xié)調(diào)度模型,并運(yùn)用主成分分析方法對(duì)云南省人口、資源環(huán)境與經(jīng)濟(jì)的協(xié)調(diào)發(fā)展?fàn)顩r進(jìn)行了評(píng)價(jià)。最后,通過(guò)對(duì)評(píng)價(jià)結(jié)果的分析,提出了促進(jìn)云南人口、資源環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展的政策建議。 本文研究的主要結(jié)論為:云南省人口、資源環(huán)境與經(jīng)濟(jì)協(xié)調(diào)程度正在逐漸改善,協(xié)調(diào)程度從高度失調(diào)逐漸向高度協(xié)調(diào)轉(zhuǎn)化。協(xié)調(diào)度水平處于高度失調(diào)的的原因在于云南省人口總數(shù)的過(guò)快增加制約了經(jīng)濟(jì)增長(zhǎng)速度,另外,粗放式的經(jīng)濟(jì)增長(zhǎng)方式給資源和環(huán)境帶來(lái)的壓力也在不斷增大。隨著經(jīng)濟(jì)的快速增長(zhǎng)以及增長(zhǎng)方式由粗放型向內(nèi)涵式逐漸改變,環(huán)境保護(hù)意識(shí)的增強(qiáng)和環(huán)保投入的增加,使得人口和資源環(huán)境對(duì)于經(jīng)濟(jì)增長(zhǎng)的壓力得到緩解,協(xié)調(diào)度等級(jí)逐漸向好改善。但隨著經(jīng)濟(jì)增長(zhǎng)的加快,給人口和資源環(huán)境帶來(lái)的壓力也逐漸凸顯。
[Abstract]:The theme of global economic development in the 21st century is sustainable development. Therefore, the main problem that countries are facing at present is how to deal with the harmonious relationship among population, economy and resources and environment development. Yunnan Province is located in the southwest frontier of China and is a large province of natural resources. The contradiction between man and land and between development and environmental protection has always been prominent in Yunnan province, because of the interaction of natural and human factors. With the increase of population and the rapid development of social economy, the pressure on natural resources and environment is increasing. So, how to evaluate the coordinated development of Yunnan population, resources and environment and economy, and how to promote the population of Yunnan better, the coordinated development of resources, environment and economy is the key to the overall sustainable development of Yunnan. Based on the definition of relevant concepts and the research progress at home and abroad, this paper analyzes the development status and interaction mechanism of population, resources, environment and economy in Yunnan Province. Secondly, according to the distinct characteristics of Yunnan's population, resources, environment and economic development, and in accordance with the principles of science, operability, regionalism, comprehensiveness and comprehensiveness, the population of Yunnan Province has been established. This paper develops a multi-system coordination degree model based on the improvement of the evaluation index system of the coordination degree of resources, environment and economy, and applies the principal component analysis method to the population of Yunnan Province. The coordinated development of resources, environment and economy was evaluated. Finally, through the analysis of the evaluation results, the paper puts forward some policy suggestions to promote the coordinated development of population, resources, environment and economy in Yunnan. The main conclusions of this paper are as follows: the coordination degree of population, resources, environment and economy in Yunnan Province is gradually improving, and the coordination degree is gradually changing from highly unbalanced to highly coordinated. The reason why the coordination level is in a high imbalance lies in the fact that the rapid increase in the total population of Yunnan Province restricts the speed of economic growth, in addition, the extensive economic growth mode also brings increasing pressure on resources and environment. With the rapid growth of the economy and the gradual change of the growth mode from the extensive type to the connotation type, the increasing awareness of environmental protection and the increasing investment in environmental protection have alleviated the pressure on economic growth caused by the population and the environment. The level of coordination is gradually improving. However, with the acceleration of economic growth, the pressure on the population and resource environment has gradually become prominent.
