【摘要】：當今社會已經(jīng)邁入了知識經(jīng)濟的時代，過去那種依靠消耗自然資源與資本積累來發(fā)展經(jīng)濟的時代一去不復返。人們不禁意識到，人力資源，尤其是那些掌握了知識和技能的人才已經(jīng)成為促進經(jīng)濟發(fā)展最重要的因素。人口素質的高低不僅影響人自身的發(fā)展，也決定著他所在國家或地區(qū)的綜合實力和競爭力。對于我國而言，人口素質的提高還將有助于控制人口數(shù)量，把我國人口龐大的基本國情由劣勢向優(yōu)勢轉化。因此，對人口素質的研究越來越引起國內外學者的重視。目前，在定性研究與定量研究方面都取得了豐碩的成果。但是，運用面板數(shù)據(jù)模型，并且綜合考慮思想道德素質與人口結構影響的研究還不多見。 本文在前人研究的基礎上進一步豐富了人口素質指標體系，選取多個指標衡量經(jīng)濟發(fā)展水平。然后，運用層次分析法對各指標賦權、計算綜合得分，，按得分值對我國各省、市、自治區(qū)的人口素質與經(jīng)濟發(fā)展狀況進行排名，并運用聚類分析把我國劃分為四個層次的區(qū)域。最后，本文創(chuàng)新性的對不同層次的區(qū)域分別建立面板數(shù)據(jù)模型進行探討，試求全面了解我國人口素質與經(jīng)濟發(fā)展的狀況，有針對性的對不同區(qū)域采取不同途徑提升人口素質提高，讓它更好的促進當?shù)亟?jīng)濟發(fā)展。 通過實證分析最后得到如下結論： 1、兩次人口普查的十年間，我國各省、市、自治區(qū)的人口素質與經(jīng)濟發(fā)展水平均有不同程度的提高。但是，兩極分化的趨勢也愈加明顯。東部地區(qū)明顯高于中西部地區(qū)。 2、總體而言，人口素質對我國經(jīng)濟發(fā)展具有正向促進作用。但是，在某些地區(qū)人口素質的一些方面卻與經(jīng)濟發(fā)展水平不相適應,阻礙著當?shù)亟?jīng)濟的發(fā)展。對于劃分的四個層次而言，第一層次地區(qū)勞動技能素質與思想道德素質滯后于經(jīng)濟的發(fā)展；第二層次地區(qū)文化素質阻礙經(jīng)濟發(fā)展，有待提高；第三層次與第四層次地區(qū)也是勞動技能素質與思想道德素質滯后于經(jīng)濟的發(fā)展。因此，勞動技能素質和思想道德素質是影響我國經(jīng)濟發(fā)展的“較短板”，需要在以后的發(fā)展中特別注意提高。
[Abstract]:Nowadays, the society has entered the era of knowledge economy, and the past era of relying on the consumption of natural resources and the accumulation of capital to develop the economy is gone forever. People can't help but realize that human resources, especially those with knowledge and skills, have become the most important factors for economic development. The quality of the population not only affects the development of one's own, but also determines the comprehensive strength and competitiveness of his country or region. For our country, the improvement of population quality will also help to control the population number and transform the basic national conditions of our country's huge population from inferiority to superiority. Therefore, the study of population quality has attracted more and more attention of scholars at home and abroad. At present, both qualitative and quantitative studies have achieved fruitful results. However, using panel data model and considering the influence of ideological and moral quality and population structure is rare. On the basis of previous studies, this paper further enriches the index system of population quality and selects several indicators to measure the level of economic development. Then, we use AHP to give weight to every index, calculate the comprehensive score, rank the population quality and economic development of our provinces, cities and autonomous regions according to the score, and use cluster analysis to divide our country into four levels of regions. Finally, this paper innovatively discusses the establishment of panel data model in different levels of regions, and tries to understand the population quality and economic development of our country in an all-round way. Take different ways to improve the quality of the population in different regions, so that it can promote the local economic development. The conclusions are as follows: During the ten years of the two censuses, the population quality and economic development level of the provinces, cities and autonomous regions in China have been improved to varying degrees. However, the trend of polarization is becoming increasingly evident. The eastern region is obviously higher than the central and western regions. 2. Overall, the quality of the population has a positive effect on China's economic development. However, some aspects of population quality in some areas are incompatible with the level of economic development, hindering the development of local economy. For the four levels of division, the first level of labor skill quality and ideological and moral quality lags behind the economic development, the second level of regional cultural quality hinders the economic development, which needs to be improved. The third and fourth level areas also lag behind the economic development in terms of labor skill quality and ideological and moral quality. Therefore, the labor skill quality and the ideological and moral quality are the "short board" which affects the economic development of our country, which should be paid special attention to in the future development.
