天津市南開區(qū)人口和計(jì)劃生育部門公務(wù)人員人力資源規(guī)劃研究

【摘要】:人口和計(jì)劃生育工作是一項(xiàng)十分復(fù)雜的社會(huì)系統(tǒng)工程,量大面廣、業(yè)務(wù)性強(qiáng),必須要有一支政治上靠得住、工作上有能力、作風(fēng)上過得硬、人民群眾信得過的高素質(zhì)計(jì)生干部隊(duì)伍。隨著人口計(jì)生工作的不斷深入,穩(wěn)定低生育水平統(tǒng)籌解決人口問題、促進(jìn)人口長(zhǎng)期均衡發(fā)展已經(jīng)越來越成為人口計(jì)生工作的鮮明主題,它對(duì)廣大人口計(jì)生干部提出了更高、更嚴(yán)、更具體的要求。為此,打造政治堅(jiān)定、業(yè)務(wù)精湛、作風(fēng)扎實(shí)、與時(shí)俱進(jìn)的計(jì)生干部隊(duì)伍是擺在人口計(jì)生部門面前一個(gè)嚴(yán)肅而迫切需要解決的課題。 首先,本文從人力資源規(guī)劃的定義、內(nèi)容、制定流程、意義以及供需預(yù)測(cè)方法等幾個(gè)方面進(jìn)行了理論闡述。 其次,理論聯(lián)系實(shí)際,通過對(duì)南開區(qū)人口計(jì)生系統(tǒng)現(xiàn)有人力資源的現(xiàn)狀和存在的問題進(jìn)行調(diào)研、分析,使用組織調(diào)研、人員信息采集、數(shù)理統(tǒng)計(jì)分析、現(xiàn)狀規(guī)劃法等研究方法,預(yù)測(cè)了南開區(qū)人口計(jì)生系統(tǒng)未來兩年的人力資源供求情況。 再次,根據(jù)南開區(qū)人口計(jì)生事業(yè)發(fā)展的需要及人力資源規(guī)劃方案,提出了針對(duì)性的人力資源規(guī)劃舉措、對(duì)策及建議。 本文希望通過南開區(qū)人口計(jì)生系統(tǒng)人力資源規(guī)劃的實(shí)踐應(yīng)用,探索出適合人口計(jì)生系統(tǒng)現(xiàn)狀并能為其帶來競(jìng)爭(zhēng)優(yōu)勢(shì)的人力資源規(guī)劃方法、流程。本文對(duì)人口計(jì)生系統(tǒng)轉(zhuǎn)變?nèi)肆Y源管理模式,完善人力資源管理體系,加強(qiáng)計(jì)生干部隊(duì)伍建設(shè),滿足人口計(jì)生事業(yè)發(fā)展對(duì)人力資源的需求等方面具有一定的參考和借鑒意義。
[Abstract]:The work of population and family planning is a very complex social system project, with a wide range of quantities and strong professional nature. It must be politically reliable, capable in its work and strong in its style of work. The ranks of high-quality family planning cadres trusted by the masses. With the continuous deepening of the work of family planning, stabilizing the low fertility level and coordinating the solution of the population problem and promoting the long-term balanced development of the population have become increasingly the clear theme of the work of family planning. It has put forward higher, stricter and more specific requirements for the vast number of population and family planning cadres. Keeping pace with the times of family planning cadres is a serious and urgent problem to be solved in front of the population and family planning department. Firstly, this paper expounds the definition, content, process, significance and forecasting method of human resource planning. Secondly, combining theory with practice, through investigating the present situation and existing problems of the population and family planning system in Nankai District, analyzing, using organization investigation, collecting personnel information, analyzing the mathematical statistics, The present situation planning method and other research methods are used to predict the supply and demand of human resources in the next two years of the population and family planning system in Nankai district. Thirdly, according to the needs of the development of population and family planning in Nankai District and the plan of human resource planning, this paper puts forward the targeted human resource planning measures, countermeasures and suggestions. Through the practical application of human resource planning of population and family planning system in Nankai District, this paper hopes to explore a human resource planning method suitable for the present situation of population and family planning system and able to bring its competitive advantage. This article changes the human resource management mode, consummates the human resources management system, strengthens the family planning cadre troop construction, To meet the needs of human resources in the development of population and family planning has a certain reference and reference significance.
