【摘要】：人口和計劃生育政策是我國的人口發(fā)展政策,是我國長期堅持實施的一項國策,實施三十多年來,為我國的人口數(shù)量控制和經(jīng)濟社會發(fā)展作出了極大的共吸納,但是作為政府人口治理的一項重要政策,在新的社會形態(tài)下,它的實行也給社會發(fā)展帶來了諸多的問題,如人口老齡化問題、就業(yè)問題、婚姻家庭問題等等,尤其是農(nóng)村社會的人口與計劃生育工作,呈現(xiàn)出更多的矛盾和問題,蒼南縣的計劃生育工作產(chǎn)生了包括出生人口性別比的嚴重失調(diào)、流動人口管理的難度提升以及基層基礎(chǔ)自然弱化等等的問題,這些問題的存在又帶來一系列的社會性問題,本文通過對這些問題和現(xiàn)象的分析,找到這些表相之下的深層原因并提出只有完善計劃生育政策機制、開展計劃生育專項整治、提供優(yōu)質(zhì)的計劃生育服務(wù)才是蒼南縣走出計劃生育困境的關(guān)鍵。
[Abstract]:Population and family planning policy is the population development policy of our country, it is a national policy that our country insists to carry out for a long time. Over the past 30 years, the policy of population and family planning has greatly absorbed the population quantity control and the economic and social development of our country. However, as an important policy of government population governance, under the new social formation, its implementation has also brought many problems to the social development, such as the aging of the population, employment, marriage and family problems and so on. Especially the population and family planning work in rural society presents more contradictions and problems. The family planning work in Cangnan County has produced a serious imbalance including the sex ratio of birth population. The difficulty of floating population management and the natural weakening of the basic foundation, and so on, the existence of these problems brings a series of social problems, this paper through the analysis of these problems and phenomena. To find out the underlying reasons and put forward that only by perfecting the family planning policy mechanism, carrying out special regulation of family planning and providing high-quality family planning services is the key to get out of the predicament of family planning in Cangnan County.
