【摘要】：人口問題是制約全面協(xié)調(diào)可持續(xù)發(fā)展的重大問題，是影響經(jīng)濟(jì)社會(huì)發(fā)展的關(guān)鍵因素。而人口分布作為人口問題的重要因子，會(huì)對經(jīng)濟(jì)社會(huì)發(fā)展產(chǎn)生很大影響。 內(nèi)蒙古人口分布是自然因素和經(jīng)濟(jì)社會(huì)發(fā)展因素雙重作用的結(jié)果。內(nèi)蒙古生態(tài)環(huán)境的脆弱性與人居環(huán)境的限制性，決定了人口分布“大分散、小集中”的基本格局。全區(qū)85%以上的人口集中在面積有限的近31萬km2適宜地區(qū)，少量人口分布在大面積的人居環(huán)境臨界適宜地區(qū)或不適宜地區(qū)。從經(jīng)濟(jì)社會(huì)發(fā)展的角度看，進(jìn)入21世紀(jì)以來，呼包鄂核心區(qū)極化作用不斷增強(qiáng)，人口增長較快。東部人口增長持續(xù)減緩且有些地區(qū)出現(xiàn)負(fù)增長。在低生育水平長期穩(wěn)定的情況下，今后內(nèi)蒙古的人口分布主要受人口遷移的影響，人口遷移的主要流向依然是從落后地區(qū)向經(jīng)濟(jì)較為發(fā)達(dá)地區(qū)集中,這些地區(qū)的人口比重和人口密度將會(huì)不斷加大。但隨著小城鎮(zhèn)建設(shè)的加快，人口分布開始呈現(xiàn)多極化集聚趨勢。 在貫徹落實(shí)黨的十八大和十八屆三中、四中全會(huì)精神，，不斷推進(jìn)城鎮(zhèn)化進(jìn)程的背景下，了解內(nèi)蒙古人口空間分布差異，探究地區(qū)人口分布規(guī)律，力求對制定區(qū)域人口政策、促進(jìn)區(qū)域協(xié)調(diào)和可持續(xù)發(fā)展進(jìn)行理性思考和探索，給實(shí)際工作提供參考和借鑒。
[Abstract]:Population problem is an important problem that restricts the overall and coordinated sustainable development, and it is the key factor that affects the economic and social development. As an important factor of the population problem, population distribution will have a great impact on the economic and social development. The population distribution in Inner Mongolia is the result of both natural factors and economic and social development factors. The fragility of ecological environment and the restriction of human settlement environment in Inner Mongolia determine the population distribution to be dispersed. The basic pattern of "small concentration". More than 85% people in the whole area are concentrated in the suitable area of nearly 310,000 km2 with limited area. A small number of people are distributed in a large area of critical or unsuitable areas of human settlements. From the perspective of economic and social development, since 21th century, the role of polarization in the core area of Hubao E has been increasing. Population growth is relatively fast. The population growth in the east continues to slow and there is negative growth in some areas. Under the condition of long-term stability of low fertility level, the population distribution in Inner Mongolia will be mainly affected by population migration in the future. The main direction of population migration is still from backward areas to more developed areas, the proportion of population and population density in these areas will continue to increase, but with the acceleration of the construction of small towns. Population distribution began to show the trend of multi-polarization agglomeration. Under the background of implementing the spirit of the fourth Plenary session of the 18 and 18 CPC Central Committee and pushing forward the process of urbanization, we should understand the difference of population spatial distribution in Inner Mongolia and explore the regional population distribution law. To make regional population policy, to promote regional coordination and sustainable development for rational thinking and exploration, for practical work to provide reference and reference.
