【摘要】：隨著網(wǎng)絡(luò)治理體系的逐漸形成,民主流程也被賦予新的形式和特點(diǎn),以信息通訊技術(shù)為代表的網(wǎng)絡(luò)技術(shù)應(yīng)用推動(dòng)了民主的流程再造。網(wǎng)絡(luò)民主選舉這一新形式的產(chǎn)生,使選舉活動(dòng)的宣傳與資金的募集都可以憑借信息通訊技術(shù)來(lái)完成。在民主決策環(huán)節(jié),Web 2.0技術(shù)為普通公民提供了與政府進(jìn)行雙向溝通的渠道,公民能夠獲取充足的信息并參與到政策決策過(guò)程中。多元主體得以加入民主管理過(guò)程,共同推動(dòng)政府職能進(jìn)行相應(yīng)轉(zhuǎn)變,使得公共生活的民主程度也有所提升。另外,隨著信息通訊技術(shù)的發(fā)展而出現(xiàn)的監(jiān)察公民,在清理網(wǎng)絡(luò)信息環(huán)境、監(jiān)督政府行為等方面發(fā)揮著至關(guān)重要的作用。
[Abstract]:With the gradual formation of network governance system, democratic process is also given new forms and characteristics. The application of network technology, represented by information and communication technology, promotes democratic process reengineering. With the emergence of the new form of network democratic election, the propaganda of election activities and the raising of funds can be accomplished by means of information and communication technology. In the process of democratic decision-making, Web 2.0 technology provides a two-way communication channel for ordinary citizens, who can obtain sufficient information and participate in the policy decision-making process. The pluralistic subjects can join the democratic management process, promote the corresponding transformation of government functions, and improve the democratic degree of public life. In addition, with the development of information and communication technology, the supervision of citizens plays an important role in cleaning up the network information environment and supervising government behavior.
