【摘要】：隨著民主法治進(jìn)程的推進(jìn),善治被置于重要地位。善治所針對的是公共服務(wù)部門的效率低下問題。我國地方政府公共服務(wù)存在諸多問題:缺乏科學(xué)合理的行政理念,缺乏服務(wù)意識及責(zé)任意識,未建立有效的公共服務(wù)績效評估機(jī)制,未充分發(fā)揮行政客體的潛力等。善治對提升地方政府公共服務(wù)能力的作用主要有:在透明性原則下的民主治理;實(shí)行法治,保護(hù)公民權(quán)益;在多元主體合作治理下,有效提高政府公共服務(wù)。善治理念下的提升對策有:樹立善治理念,以增強(qiáng)地方政府公共服務(wù)職能為重點(diǎn);提高行政人員的服務(wù)意識與能力;建立健全公共服務(wù)的績效評估機(jī)制;發(fā)揮行政生態(tài)的優(yōu)勢。
[Abstract]:With the advancement of democracy and rule of law, good governance is placed in an important position. Good governance addresses the inefficiency of the public service. There are many problems in public service of local government in our country: lack of scientific and reasonable administrative idea, lack of consciousness of service and responsibility, failure to establish effective performance evaluation mechanism of public service, and failure to give full play to the potential of administrative object. The functions of good governance in enhancing the public service capacity of local governments are: democratic governance under the principle of transparency, the implementation of the rule of law and the protection of citizens' rights and interests, and the effective improvement of government public services under the cooperative governance of multiple subjects. The promotion countermeasures under the concept of good governance include: establishing the concept of good governance, focusing on strengthening the public service function of local government; improving the service consciousness and ability of administrative personnel; establishing and perfecting the performance evaluation mechanism of public service; giving full play to the advantages of administrative ecology.
