【摘要】：我國(guó)"依憲執(zhí)政"源于我國(guó)特殊的歷史文化背景,其正式提出是社會(huì)主義憲政思想與我國(guó)當(dāng)下國(guó)情形勢(shì)相融合的產(chǎn)物,中國(guó)語(yǔ)境下的"憲政"有其特殊的語(yǔ)義,也需要對(duì)其有特定的解讀方式。我國(guó)"依憲執(zhí)政"在前提、過(guò)程、效果上不同于"西方憲政民主",有其獨(dú)特的生長(zhǎng)機(jī)理與作用方式,我國(guó)"依憲執(zhí)政"不是政治斗爭(zhēng)的武器,其目標(biāo)更具國(guó)情性,"依憲執(zhí)政"的全面推行必將帶來(lái)執(zhí)政理念的變化。
[Abstract]:"ruling by the Constitution" in our country originates from the special historical and cultural background of our country, and its formal proposal is the product of the fusion of the thought of socialist constitutionalism with the current situation of our national conditions. The "constitutionalism" in the Chinese context has its special semantics. It also needs to be interpreted in a specific way. China's "ruling by constitution" is different from "constitutional democracy" in the premise, process and effect, and has its unique growth mechanism and mode of action. "ruling by constitution" is not a weapon of political struggle, and its goal is more national. The comprehensive implementation of "ruling by the Constitution" will bring about the change of governing idea.
