【摘要】：網(wǎng)絡(luò)技術(shù)的飛速換代，改變了人民的生活質(zhì)量和生活水平，讓政府和人民對網(wǎng)絡(luò)的依賴也越來越強，人民通過網(wǎng)絡(luò)參與政治的熱情越發(fā)積極與普遍，網(wǎng)絡(luò)參政改變了現(xiàn)代政治參與的方式，使現(xiàn)代政治更加貼近民意，，增強公民的民主意識和社會責(zé)任感，網(wǎng)絡(luò)參政和網(wǎng)絡(luò)問政對現(xiàn)代政治可持續(xù)發(fā)展產(chǎn)生了極大的影響，有積極影響必然也有消極的影響，網(wǎng)絡(luò)參政與政治可持續(xù)發(fā)展的關(guān)系緊密相連，如何建立起良好健康有序的網(wǎng)絡(luò)參政平臺對政治可持續(xù)發(fā)展起著至關(guān)重要的作用，政府應(yīng)盡快研究建立起網(wǎng)絡(luò)相關(guān)方面的法律法規(guī)，完善網(wǎng)絡(luò)相關(guān)的制度，對政治穩(wěn)定健康可持續(xù)的發(fā)展具有重大的理論指導(dǎo)意義和法治保障。 本文共分四部分進行闡述：第一部分，緒論。主要介紹論文的選題背景、論文的研究目的和意義、研究現(xiàn)狀、研究方法。第二部分，政治可持續(xù)發(fā)展的內(nèi)涵、基本精神、價值意義解讀，重點研究政治可持續(xù)發(fā)展的概念和特點。從基本概念和特點兩個方面入手，探討政治可持續(xù)發(fā)展的精神價值。第三部分，網(wǎng)絡(luò)政治參與對政治可持續(xù)發(fā)展的正向作用，從網(wǎng)絡(luò)政治參與的特點入手研究對社會公平、社會穩(wěn)定、社會整合的積極影響。第四部分，網(wǎng)絡(luò)政治參與對政治可持續(xù)發(fā)展的負向作用，網(wǎng)絡(luò)政治參與的隱匿性和非規(guī)范性弱化了政府權(quán)威，易導(dǎo)致非理性和非法參與的擴大，構(gòu)成網(wǎng)絡(luò)無政府狀態(tài)，對政治體系的穩(wěn)定形成沖擊并可能產(chǎn)生破壞性影響。網(wǎng)絡(luò)政治參與的不平衡性易導(dǎo)致更大的不平等。網(wǎng)絡(luò)政治參與因自身特質(zhì)易背離民主的本質(zhì)要求。第四部分，研究規(guī)范網(wǎng)絡(luò)政治參與促進政治可持續(xù)發(fā)展的路徑選擇，主要從技術(shù)創(chuàng)新、制度建設(shè)和倫理教育三個方面研究政治可持續(xù)發(fā)展的新路徑。
[Abstract]:With the rapid change of network technology, the quality of life and standard of living of the people have been changed, and the government and the people have become more and more dependent on the network, and the enthusiasm of the people to participate in politics through the network has become more and more active and universal. Network participation in politics has changed the way of modern political participation, made modern politics more close to public opinion, strengthened citizens' democratic consciousness and social responsibility, and has had a great impact on the sustainable development of modern politics. The relationship between network participation in politics and political sustainable development is closely linked. How to establish a healthy and orderly network political participation platform plays a vital role in the political sustainable development. The government should study and establish the laws and regulations related to the network as soon as possible, perfect the relevant system of the network, and have great theoretical guiding significance and legal guarantee for the political stability, healthy and sustainable development. This paper is divided into four parts: the first part, introduction. This paper mainly introduces the background, research purpose and significance, research status and research methods. The second part, the connotation, the basic spirit, the value meaning of the political sustainable development, emphatically studies the concept and the characteristic of the political sustainable development. This paper discusses the spiritual value of political sustainable development from two aspects of basic concept and characteristics. In the third part, the positive effect of network political participation on the sustainable development of politics is discussed, and the positive influence on social equity, social stability and social integration is studied from the characteristics of network political participation. The fourth part, the negative effect of the network political participation on the political sustainable development. The occult and non-normative network political participation weakens the government authority, which easily leads to the expansion of the irrational and illegal participation, and constitutes the network anarchy. Impact on the stability of the political system and can have a destructive impact. The imbalance of network political participation tends to lead to greater inequality. Network political participation is easy to deviate from the essence of democracy because of its own characteristics. In the fourth part, the author studies the new path of political sustainable development from three aspects: technological innovation, system construction and ethical education.
