香港中小學(xué)的公民教育研究

【摘要】:香港是由移民組成的城市,這種特點(diǎn)塑造了香港獨(dú)特的城市性格,公平、正義、廉潔、法治、自由及多元包容成為香港的核心價值,這也是“一國兩制”成功的關(guān)鍵所在。但近年來香港本土意識抬頭,港人對身份認(rèn)同愈來愈關(guān)心。隨著《德育及國民教育科》的擱置與各種“港獨(dú)”聲音的出現(xiàn),公民教育的重要性再次凸顯,學(xué)校是培育公民的主要場所,青少年的公民教育及潛能發(fā)展,是社會人士長期關(guān)注的議題,因此本文著重對香港中小學(xué)校開展公民教育的情況進(jìn)行梳理,通過對學(xué)校公民教育課程、學(xué)校民主管理與服務(wù)活動、學(xué)校公民教育的文化環(huán)境建設(shè)三個方面進(jìn)行分析,總結(jié)香港中小學(xué)公民教育的經(jīng)驗,找出不足之處,并提出有針對性的建議,以期為完善香港中小學(xué)的公民教育起到推動作用。本文的正文內(nèi)容包括五個部分: 第一部分:香港中小學(xué)公民教育的課程分析。本部分以布盧姆教育目標(biāo)分類學(xué)的三個領(lǐng)域為分析框架,從傳授公民知識、培養(yǎng)公民品性、提升公民技能三個角度對香港中小學(xué)的公民教育進(jìn)行課程分析,如公民教育科、常識科、通識教育科、經(jīng)濟(jì)及公共事務(wù)科與經(jīng)濟(jì)科、中國歷史科、中國語文科、地理科。這是本文的主體之一。 第二部分:香港中小學(xué)的民主管理與服務(wù)活動分析。在分析公民教育相關(guān)課程的基礎(chǔ)上,進(jìn)一步分析香港中小學(xué)的民主管理與服務(wù)活動,如班級事務(wù)管理,成立各類學(xué)生自治組織,舉辦各種校內(nèi)、社區(qū)和境外服務(wù)交流活動等。 第三部分:香港中小學(xué)公民教育的文化環(huán)境建設(shè)的分析,從精神環(huán)境和物質(zhì)環(huán)境兩個方面分析其公民教育作用。 第四部分:香港中小學(xué)的公民教育的經(jīng)驗與存在的問題。本部分結(jié)合前三個部分的介紹,對香港中小學(xué)的公民教育的經(jīng)驗及不足進(jìn)行分析,力求把握要點(diǎn),為提出建議做準(zhǔn)備。 第五部分:對香港中小學(xué)的公民教育提出建議。 結(jié)語:對本文進(jìn)行全面總結(jié)。
[Abstract]:Hong Kong is a city made up of immigrants. Its unique urban character, fairness, justice, integrity, rule of law, freedom and pluralism are the core values of Hong Kong. This is also the key to the success of "one country, two systems". However, in recent years, Hong Kong people have become more and more concerned about their identity. With the shelving of the "moral Education and National Education Branch" and the emergence of various voices of "independence in Hong Kong", the importance of civic education has once again been highlighted. Schools are the main places for the cultivation of citizens, and the civic education and potential development of young people. This paper focuses on the development of civic education in primary and secondary schools in Hong Kong. Through the curriculum of civic education in schools, democratic management and service activities in schools, This paper analyzes three aspects of the construction of cultural environment of civic education in schools, summarizes the experience of civic education in primary and secondary schools in Hong Kong, finds out the shortcomings, and puts forward targeted suggestions in order to promote the improvement of civic education in primary and secondary schools in Hong Kong. The main body of this paper includes five parts: the first part: curriculum analysis of civic education in primary and secondary schools in Hong Kong. This part analyzes the curriculum of civic education in primary and secondary schools in Hong Kong from the perspectives of imparting civic knowledge, cultivating civic character and enhancing civic skills, taking the three fields of Bloom educational objective taxonomy as the framework of analysis, such as civic education. General Studies, General Education, Economics and Public Affairs and Economics, Chinese History, Chinese language, Geography. This is one of the main body of this paper. Part II: analysis of democratic management and service activities in primary and secondary schools in Hong Kong. On the basis of the analysis of the relevant courses in civic education, this paper further analyzes the democratic management and service activities of primary and secondary schools in Hong Kong, such as the management of class affairs, the establishment of various student autonomy organizations, and the organization of various internal, community and overseas service exchange activities. The third part analyzes the cultural environment construction of civic education in primary and secondary schools in Hong Kong, and analyzes its role in civic education from two aspects: spiritual environment and material environment. Part IV: the experience and problems of civic education in primary and secondary schools in Hong Kong. Combined with the introduction of the first three parts, this part analyzes the experiences and shortcomings of civic education in primary and secondary schools in Hong Kong, and tries to grasp the main points and make preparations for making suggestions. Part V: suggestions on civic education in primary and secondary schools in Hong Kong. Conclusion: a comprehensive summary of this paper.
