【摘要】：發(fā)展社會(huì)主義協(xié)商民主是新時(shí)代中國(guó)特色社會(huì)主義基本方略的重要內(nèi)容,是實(shí)現(xiàn)人民當(dāng)家做主的重要方式,作為人民民主重要形式和制度的協(xié)商民主深深植根于中國(guó)政治制度、社會(huì)和文化的土壤中。在新的歷史方位下,要堅(jiān)持"有事好商量,眾人的事情由眾人商量",推動(dòng)協(xié)商民主廣泛、多層、制度化發(fā)展,形成我國(guó)社會(huì)主義民主政治的特有形式和獨(dú)特優(yōu)勢(shì)。在新的起點(diǎn)上,筆者意在廓清新時(shí)代中國(guó)特色社會(huì)主義協(xié)商民主的價(jià)值、要素和構(gòu)成體系,為進(jìn)一步加強(qiáng)協(xié)商民主制度建設(shè),形成完整的制度程序和參與實(shí)踐,保證人民在日常政治生活中有廣泛持續(xù)深入?yún)⑴c的權(quán)利提供理論支撐。
[Abstract]:Developing socialist deliberative democracy is an important part of the basic strategy of socialism with Chinese characteristics in the new era and an important way to realize people's mastery of their own country. As an important form and system of people's democracy, deliberative democracy is deeply rooted in the soil of Chinese political system, society and culture. Discussing and discussing the matters of the masses by the masses "promotes the extensive, multi-level and institutionalized development of deliberative democracy, forming the unique form and unique advantages of socialist democratic politics in China. From a new starting point, the author intends to clarify the value, elements and constitutional system of socialist deliberative democracy with Chinese characteristics in the new era, so as to further strengthen deliberative democracy." Institutional construction, the formation of a complete system procedures and participation in practice, to ensure that the people in daily political life have the right to participate in a wide range of sustained and in-depth theoretical support.
