【摘要】：改革開放以來，我國方方面面工作都取得了顯著成就，經(jīng)濟(jì)持續(xù)健康發(fā)展，人民的生活水平有了質(zhì)的改變，民主法制建設(shè)邁出新步伐，文化建設(shè)邁向新臺(tái)階，社會(huì)建設(shè)取得新進(jìn)步，生態(tài)文明越來越受到人們的關(guān)注。其中，收入分配問題，是關(guān)系國計(jì)民生的大問題，是落實(shí)科學(xué)發(fā)展觀、構(gòu)建社會(huì)主義和諧社會(huì)的重要問題，也是維護(hù)和實(shí)現(xiàn)社會(huì)公平的主要方面，它不僅在現(xiàn)代化建設(shè)中與廣大人民群眾的切身利益密切相關(guān)，而且對(duì)整個(gè)社會(huì)經(jīng)濟(jì)的良性運(yùn)行也至關(guān)重要。收入分配問題已經(jīng)不完全屬于經(jīng)濟(jì)問題，也是個(gè)社會(huì)問題。 但是，在由計(jì)劃經(jīng)濟(jì)向市場(chǎng)經(jīng)濟(jì)轉(zhuǎn)軌過程中，由城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)到打破這種格局的發(fā)展歷程中，由注重效率到更加注重社會(huì)公平的思想觀念轉(zhuǎn)變過程中；由于經(jīng)濟(jì)發(fā)展戰(zhàn)略、國家初次分配和再分配制度、人力資本本身的差異等等。收入分配仍存在許多問題，致使城鄉(xiāng)之間、區(qū)域之間、行業(yè)之間收入分配差距現(xiàn)象日益嚴(yán)重。收入分配問題如果不能得到及時(shí)解決，持續(xù)積累的矛盾必將影響國家的安定和社會(huì)經(jīng)濟(jì)的健康有續(xù)發(fā)展，甚至?xí){到黨和國家前途命運(yùn)以及整個(gè)社會(huì)的和諧。所以，必須以共同富裕為目標(biāo)，解決好人民最關(guān)心最直接最現(xiàn)實(shí)的利益問題，逐步完善收入分配制度，促進(jìn)收入差距合理化，努力形成良好的收入分配格局，使全體人民共享發(fā)展成果。
[Abstract]:Since the reform and opening up, remarkable achievements have been made in all aspects of our country's work. The sustained and healthy development of the economy, the qualitative changes in the people's living standards, the new steps forward in the construction of democracy and the legal system, and the new level in cultural construction. New progress has been made in social construction, and ecological civilization has attracted more and more attention. Among them, the issue of income distribution is a major issue related to the national economy and people's livelihood, an important issue in the implementation of the scientific concept of development and the construction of a harmonious socialist society, as well as a major aspect of maintaining and realizing social equity. It is not only closely related to the vital interests of the masses in the modernization drive, but also vital to the healthy operation of the whole society and economy. The problem of income distribution is not only an economic problem, but also a social one. However, in the process of transition from planned economy to market economy, from the dual economic structure of urban and rural areas to the development process of breaking this pattern, from emphasizing efficiency to paying more attention to social equity in the process of ideological and ideological transformation; due to the economic development strategy, National initial distribution and redistribution system, human capital itself, and so on. There are still many problems in income distribution, which leads to the income distribution gap between urban and rural areas, regions and industries. If the problem of income distribution can not be solved in time, the continuous accumulation of contradictions will affect the stability of the country and the healthy development of the social economy, and even threaten the future and destiny of the Party and the country, as well as the harmony of the whole society. Therefore, we must take common prosperity as the goal, solve the most direct and realistic interests of the people, gradually improve the income distribution system, promote the rationalization of the income gap, and strive to form a good pattern of income distribution. Enable all people to share in the fruits of development.
