【摘要】： 黨的十六大以來,以胡錦濤同志為總書記的黨中央根據(jù)國內(nèi)外形勢的新變化、新要求,堅持用科學(xué)發(fā)展觀統(tǒng)領(lǐng)我國經(jīng)濟社會發(fā)展全局,在全面推進經(jīng)濟建設(shè)、文化建設(shè)和社會建設(shè)的同時,切實加強了社會主義民主政治建設(shè)。十七大,黨站在新的歷史起點上,對深入貫徹落實科學(xué)發(fā)展觀,進一步推進社會主義民主政治建設(shè)作出了全面部署。而在實踐中,如何推進民主政治的科學(xué)發(fā)展,不斷擴大和維護人民民主,使民主政治建設(shè)與經(jīng)濟社會發(fā)展的要求相適應(yīng),積極促進我國社會的和諧健康有序發(fā)展,仍然是一個需要不斷探索研究的重要課題。本文從民主政治系統(tǒng)與外部環(huán)境、民主政治系統(tǒng)內(nèi)部諸要素關(guān)系的視角,對民主政治科學(xué)發(fā)展的內(nèi)涵及特征進行了界定。提出中國特色社會主義民主政治的科學(xué)發(fā)展,就是指以馬克思主義和科學(xué)發(fā)展觀為理論指導(dǎo),遵循民主政治發(fā)展的客觀規(guī)律,協(xié)調(diào)民主政治系統(tǒng)內(nèi)部各要素的關(guān)系,優(yōu)化民主政治體系的運行機制,擴展和保障最廣大人民群眾的民主權(quán)利,最大程度地發(fā)揮民主政治在社會發(fā)展中的積極作用。論文通過分析我國民主政治發(fā)展的現(xiàn)狀,認(rèn)真總結(jié)經(jīng)驗教訓(xùn),從樹立科學(xué)的民主政治發(fā)展理念、完善全體人民共享發(fā)展成果的民主制度、形成科學(xué)合理的民主政治運行機制、創(chuàng)新有效的民主政治發(fā)展形式和創(chuàng)造良好的民主法治環(huán)境等幾個方面,為今后民主政治的科學(xué)發(fā)展提出了有借鑒意義的新思路。
[Abstract]:Since the 16th National Congress of the Party, the CPC Central Committee, with Comrade Hu Jintao as its general secretary, has consistently guided the overall economic and social development of our country with the scientific concept of development in accordance with the new changes and new requirements at home and abroad, and is promoting economic construction in an all-round way. At the same time, cultural construction and social construction have effectively strengthened the building of socialist democratic politics. At the 17th National Congress of the CPC, the Party, standing at a new historical starting point, made a comprehensive plan to carry out the concept of scientific development in depth and further promote the construction of socialist democratic politics. In practice, how to promote the scientific development of democratic politics, constantly expand and safeguard people's democracy, adapt the construction of democratic politics to the demands of economic and social development, and actively promote the harmonious, healthy and orderly development of our society, It is still an important subject that needs to be explored and studied continuously. This paper defines the connotation and characteristics of the scientific development of democratic politics from the perspective of the relationship between the democratic political system and the external environment and the internal elements of the democratic political system. It is pointed out that the scientific development of socialist democratic politics with Chinese characteristics means that, guided by Marxism and the scientific development view, we should follow the objective laws of democratic political development and coordinate the relations among the elements within the democratic political system. We should optimize the operating mechanism of the democratic political system, expand and guarantee the democratic rights of the vast majority of the people, and give full play to the positive role of democratic politics in the social development. By analyzing the current situation of the development of democratic politics in China, this paper summarizes the experience and lessons, and sets up the scientific democratic political development idea, consummates the democratic system that the whole people share the fruits of development, forms the scientific and reasonable democratic political operation mechanism. By innovating the effective democratic political development form and creating a good environment of democracy and rule of law, this paper puts forward some new ideas of reference for the scientific development of democratic politics in the future.
