【摘要】：正修改立法條例十分必要2001年2月24日,《內(nèi)蒙古自治區(qū)人民代表大會(huì)及其常務(wù)委員會(huì)立法條例》(以下簡(jiǎn)稱(chēng)立法條例)經(jīng)自治區(qū)第九屆人民代表大會(huì)第四次會(huì)議審議通過(guò)并頒布實(shí)施。全文共6章76條,對(duì)立法應(yīng)當(dāng)遵循的原則,立法準(zhǔn)備,立法程序,地方性法規(guī)、自治條例和單行條例的解釋等作出明確規(guī)定。實(shí)踐證明,立法條例的施行,對(duì)規(guī)范我區(qū)地方立法活動(dòng)、完善立法程序、提高立法質(zhì)量、推進(jìn)民主法制建設(shè)發(fā)揮了重要作用。
[Abstract]:It is necessary to amend the legislative regulations on February 24, 2001. The Legislative regulations of the Inner Mongolia Autonomous region people's Congress and its standing Committee (hereinafter referred to as the Legislative regulations) were examined at the fourth session of the Ninth people's Congress of the Autonomous region. The proposal was adopted and promulgated and implemented. There are 6 chapters and 76 articles in this paper. The principles of legislation, legislative preparation, legislative procedure, local laws and regulations, autonomous regulations and the interpretation of special regulations are clearly stipulated. Practice has proved that the implementation of legislative regulations has played an important role in standardizing local legislative activities, perfecting legislative procedures, improving the quality of legislation, and promoting the construction of democracy and legal system.
