【摘要】： 黨的十六大報(bào)告提出黨內(nèi)民主是黨的生命的新論斷,在馬克思主義發(fā)展史上首次將黨內(nèi)民主的地位提高到關(guān)系黨的生命的前所未有的高度,這是黨在新時(shí)期對(duì)黨內(nèi)民主的價(jià)值和意義進(jìn)行的更加科學(xué)的定位,是中國(guó)共產(chǎn)黨不斷探索執(zhí)政規(guī)律得出的新認(rèn)識(shí)。黨內(nèi)民主的發(fā)展對(duì)于始終保持黨的先進(jìn)性,提高黨的執(zhí)政能力和鞏固黨的執(zhí)政地位,推進(jìn)中國(guó)特色社會(huì)主義民主政治建設(shè)有著重大而深遠(yuǎn)的意義,是關(guān)系黨的建設(shè)全局的重大理論和實(shí)踐問(wèn)題。中國(guó)共產(chǎn)黨歷來(lái)重視黨內(nèi)民主建設(shè),改革開(kāi)放以后,黨內(nèi)民主有了長(zhǎng)足的發(fā)展,建立了黨內(nèi)民主的基本原則和基本制度。但由于封建專制政治文化的長(zhǎng)期影響以及計(jì)劃經(jīng)濟(jì)體制等因素的深遠(yuǎn)影響,使得黨內(nèi)長(zhǎng)期缺乏民主傳統(tǒng)和民主精神,黨內(nèi)民主狀況同黨所處的歷史方位和肩負(fù)的歷史使命的要求還存在一定的差距,主要表現(xiàn)在：黨內(nèi)民主意識(shí)普遍不高,對(duì)黨內(nèi)民主程序建設(shè)重視不夠,黨章規(guī)定的黨員各項(xiàng)民主權(quán)利得不到有效保障,黨內(nèi)選舉、黨內(nèi)監(jiān)督等黨內(nèi)民主的制度建設(shè)還不完善,黨內(nèi)權(quán)力過(guò)分集中,黨內(nèi)民主的發(fā)展缺乏良好的社會(huì)和法制環(huán)境等等。本文從一般民主理論出發(fā),總結(jié)了中國(guó)共產(chǎn)黨和其他國(guó)家政黨在發(fā)展黨內(nèi)民主方面的經(jīng)驗(yàn)和教訓(xùn),通過(guò)對(duì)中國(guó)共產(chǎn)黨黨內(nèi)民主的現(xiàn)狀進(jìn)行分析的基礎(chǔ)上,研究新時(shí)期發(fā)展黨內(nèi)民主的可行途徑。認(rèn)為黨內(nèi)民主建設(shè)是一個(gè)系統(tǒng)工程,應(yīng)該堅(jiān)持統(tǒng)籌兼顧,把培育黨內(nèi)民主意識(shí)作為發(fā)展黨內(nèi)民主的前提和基礎(chǔ),把創(chuàng)新黨內(nèi)民主制度作為發(fā)展黨內(nèi)民主的關(guān)鍵環(huán)節(jié),把加強(qiáng)黨內(nèi)民主程序建設(shè)作為發(fā)展黨內(nèi)民主的保障,把優(yōu)化黨內(nèi)民主環(huán)境作為發(fā)展黨內(nèi)民主的平臺(tái),推動(dòng)黨內(nèi)民主穩(wěn)步、健康、協(xié)調(diào)發(fā)展。
[Abstract]:The report of the 16th National Congress of the CPC put forward that inner-party democracy is a new assertion of the Party's life, and for the first time in the history of Marxism, it raised the status of inner-party democracy to an unprecedented height related to the party's life. This is a more scientific orientation of the value and significance of inner-party democracy in the new period, and a new understanding of the CPC's constant exploration of the ruling law. The development of inner-party democracy is of great and far-reaching significance to maintaining the advanced nature of the Party, improving the Party's ruling ability, consolidating its ruling position, and promoting the construction of socialist democratic politics with Chinese characteristics. It is a major theoretical and practical problem related to the overall situation of party building. The Communist Party of China has always attached importance to the construction of inner-party democracy. After the reform and opening up, the inner-party democracy has made great progress, and the basic principles and system of inner-party democracy have been established. However, due to the long-term influence of feudal autocratic political culture and the far-reaching influence of planned economic system and other factors, the party lacked democratic tradition and spirit for a long time. There is still a certain gap between the situation of inner-party democracy and the historical position of the Party and the requirements of the historical mission, which are mainly manifested in the fact that the democratic consciousness within the party is generally not high, and the construction of the inner-party democratic procedure is not paid enough attention to. The democratic rights of Party members stipulated by the Party Constitution cannot be effectively guaranteed, the system of inner-party democracy, such as inner-party election, inner-party supervision, etc., is not perfect, the power within the party is too centralized, and the development of inner-party democracy lacks a good social and legal environment, and so on. Based on the general theory of democracy, this paper summarizes the experiences and lessons of the CPC and other political parties in developing inner-party democracy, and analyzes the present situation of the CPC's inner-party democracy. To study the feasible ways to develop inner-party democracy in the new period. It is believed that the construction of inner-party democracy is a systematic project, and we should persist in overall planning, take fostering the inner-party democratic consciousness as the prerequisite and foundation for the development of inner-party democracy, and regard the innovation of the inner-party democratic system as the key link in the development of inner-party democracy. To strengthen the construction of inner-party democratic procedure as the guarantee of developing inner-party democracy, to optimize the inner-party democratic environment as the platform for the development of inner-party democracy, and to promote the steady, healthy and coordinated development of inner-party democracy.
